The reason why households building individual houses cause environmental pollution, affecting the lives of surrounding households is because during construction, most organizations and individuals in charge of construction do not cover dust and dirt, and do not prevent construction materials from falling. At the same time, despite the pollution, affected households are all considerate, do not want to offend their neighbors, and try to endure it. This inadvertently helps contractors and homeowners ignore environmental protection solutions during construction.
Currently, in the province, there are many newly formed residential areas and urban areas; many families have the conditions to demolish old houses to build new ones. Among these, many houses are built on a large scale, high-rise, with long construction periods, affecting the surrounding environment. In addition to causing dust, many homeowners and construction units do not comply with regulations on construction waste treatment, leaving it near the construction area without moving it immediately or taking advantage of the evening and early morning to illegally dump it in vacant land areas with few people passing by. This situation also occurs frequently in the residential area of Xuong Giang city, Xuong Giang ward and Lac Phu residential area, Nham Bien ward (both in Bac Giang city); Ninh Khanh urban area, Nenh ward (Viet Yen town), etc.
Raising awareness of environmental protection
Environmental pollution from individual housing construction projects is occurring every day, commonly in many residential areas and streets in the province. However, the detection and punishment of violations are very limited. The cases handled are mainly errors of allowing construction materials and waste to encroach on the roadway and sidewalk, causing traffic safety problems, or illegal construction, etc.
Mr. Luong Ngoc Duc, Head of the Department of Agriculture and Environment of Viet Yen town, said that since the beginning of the year, Viet Yen town has not been able to punish any environmental violations arising from the construction of individual houses. Because to prove the act of causing environmental pollution from this activity, according to legal regulations, it is necessary to go through the following steps: Taking air and noise samples, measuring, testing, assessing environmental impacts, etc., which are very complicated. Meanwhile, the dust pollution at individual houses does not occur continuously... Ms. Nguyen Thi Hong Vinh, Chairman of the People's Committee of Dinh Ke ward, also informed that it is very difficult to catch cases of discharging construction solid waste into the environment. Because the commune level does not have enough staff and funds to install surveillance cameras at locations where construction waste is likely to occur.
The orientation for urban development in Bac Giang until 2030 and 2045 is to focus on upgrading and expanding urban space, building new modern urban areas; developing industrial parks and rural residential areas, while protecting the natural environment and developing eco-tourism . Therefore, it is necessary to require owners of individual housing construction projects to strictly comply with environmental protection regulations. Discussing this issue, Mr. Vu Van Tuong, Deputy Director of the Department of Agriculture and Environment, said that with the level of environmental pollution caused by owners of individual housing construction projects, the competent authority to issue decisions on administrative sanctions is the People's Committee at the commune level.
Accordingly, the People's Committee at the commune level needs to increase patrolling and monitoring forces, promptly detect violations for timely handling. On the part of project owners and construction units, it is necessary to raise awareness of environmental protection. During the construction process, proactively cover and prevent sand, mortar, cement and other waste from falling and polluting the surrounding area. For the sake of a clean living environment, people living near individual housing projects under construction should not be lenient, but should proactively remind homeowners to implement pollution prevention solutions right from the start of construction. When there are opinions but they do not pay attention, it is necessary to report to the competent authorities and local authorities for timely handling measures to protect the living environment of the community.
