The inspection work focuses on assessing the management situation, directing and implementing food safety measures; at the same time, inspecting the compliance with legal regulations of moon cake production, processing and trading establishments.

According to the plan, the inspection work will focus on assessing the management situation, directing and implementing measures to ensure food safety; at the same time, inspecting the compliance with legal regulations of establishments producing, processing and trading moon cakes. The authorities emphasized the goal of detecting, preventing and strictly handling violations, especially counterfeit goods, smuggled goods and products that do not ensure food safety and hygiene. In addition, propaganda work will also be integrated to raise public awareness.

The inspection subjects include organizations, individuals, supermarkets, and commercial centers that produce, trade, and import moon cakes, ingredients, packaging, as well as children's toys and equipment, and learning tools for the new school year. In particular, traditional craft villages such as Xuan Dinh (Bac Tu Liem), An Khanh (Hoai Duc) - where there are many confectionery production facilities - will be the focus of monitoring. In addition, restaurants and hotels that sell moon cakes will also be subject to inspection.

The inspection contents include: Business license, food safety certificate; invoices, documents proving origin; product quality and standards; price listing and selling at the listed price. The authorities will take samples for testing when necessary, and coordinate with state management agencies to handle violations. In parallel, the inspection of children's toys, books, and publications is also being stepped up to prevent smuggled, counterfeit, and unsafe goods.

According to the Hanoi Market Management Department, the inspection will take place from August 15 to October 15, 2025. This is the peak time for production and consumption of moon cakes, and also the beginning of the new school year, so the demand for toys and books increases sharply. The inspection will therefore not only protect consumers' health but also contribute to building a healthy and equal business environment.

In addition to inspections, the market management force will coordinate with the media to promote propaganda, recommending people to choose mooncakes with clear origins, avoid buying floating products, and unusually cheap prices. Violations will be made public to raise public awareness. In particular, during the Month of Action for Children with the theme "Practical Action, Prioritizing Resources for Children", this work is considered one of the practical measures to protect the health and rights of young children.

The leader of the Hanoi Market Management Department emphasized that all inspection activities must comply with the law, and that civil servants are strictly prohibited from taking advantage of their official duties to cause difficulties for businesses or engaging in negative behavior. Transparency and strictness will be the key factors for the plan to bring about real results.

With synchronous implementation, the participation of functional forces and close coordination between levels and sectors, Hanoi City expects to ensure food safety, prevent trade fraud, and protect people's health during this year's Mid-Autumn Festival.
