What is a military service medical examination?

According to Clause 5, Article 2 of Joint Circular 16/2016/TTLT-BYT-BQP, military service health re-examination is the examination, classification, and conclusion of health for new soldiers joining the Army, carried out by the Medical Examination Council of the receiving unit.

Military service health examination board

The Military Service Health Re-examination Council is stipulated in Clause 1, Article 7 of Joint Circular 16/2016/TTLT-BYT-BQP as follows:

- The members of the Health Review Council include: officers and medical staff of the regiment and equivalent or higher. When necessary, the Council is reinforced with additional professional forces from the upper-level medical staff;

- Duties of the Health Review Board:

+ Organize, implement health examination, classification and conclusion for all new soldiers according to the approved plan;

+ Summary of health check-up results report.

Content of military service health check-up

The content of the military service health check-up according to Clause 2, Article 7 of Joint Circular 16/2016/TTLT-BYT-BQP is as follows:

- According to the regulations on selection and calling of citizens for military service of the Ministry of National Defense ;

- Health classification according to regulations in Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP:

+ Based on health classification

According to health standards in Table No. 1, Table No. 2 and Table No. 3 of Appendix 1 issued with Joint Circular 16/2016/TTLT-BYT-BQP.

+ How to give score

For each indicator, after examination, the doctor gives an even score from 1 - 6 in the "Score" column, specifically:

++ Point 1: Indicates very good health;

++ Point 2: Indicates good health;

++ Point 3: Indicates good health;

++ Score 4: Average health status;

++ Score 5: Indicates poor health;

++ Score 6: Indicates very poor health.

+ How to fill out a military service health form

++ For each specialty, after examination, the doctor will give a score in the "Score" column; in the "Reason" column, a summary of the reason for that score must be written; in the "Signature" column, the examining doctor must sign and clearly state his/her full name;

++ In the conclusion, the Chairman of the Health Examination Council will base on the given points for each indicator to conclude and classify health according to regulations, written in numbers and words (the word part is in parentheses);

++ The Chairman of the Health Examination Council is responsible for signing the military service health certificate after conclusion;

++ The signature of the Chairman of the Health Examination Council is stamped by the agency of the Chairman of the Council; the signature of the Chairman of the Health Re-examination Council is stamped by the unit that decided to establish the Health Re-examination Council.

+ How to classify health

Based on the score for 8 criteria recorded in the military service health certificate to classify, specifically as follows:

++ Type 1: All 8 indicators have a score of 1;

++ Type 2: At least 1 indicator has a score of 2;

++ Type 3: At least 1 indicator has a score of 3;

++ Type 4: At least 1 indicator has a score of 4;

++ Type 5: At least 1 indicator has a score of 5;

++ Type 6: At least 1 indicator has a score of 6.

+ Some points to note

++ In case of acute illness, the disease may improve or worsen after a period of time or after treatment, then the score must be accompanied by the letter “T” next to it (meaning “temporary”). The examiner must summarize in Vietnamese the name of the disease next to it (can be written in an international noun between two parentheses). When concluding, if the letter “T” in the indicator has the highest score, the letter “T” must be written in the health classification section;

++ In cases of doubt that cannot be scored immediately, the Health Examination Council can send the citizen to a hospital for examination for a more accurate conclusion;

++ In case no conclusion can be reached, the citizen will be sent to the nearest specialized hospital for examination and diagnosis. The maximum time is 7 - 10 days for a conclusion to be made and this will only be done if necessary;

++ In cases where the health certificate has the letter "T", the Military Service Health Examination Council is responsible for guiding citizens to medical facilities for treatment.

Military service health check-up process

The procedure for re-examination of military service health according to Clause 3, Article 7 of Joint Circular 16/2016/TTLT-BYT-BQP is as follows:

- Notice of time and location of health check-up;

- Organize a health re-examination according to the provisions in Section 3; for cases where the health certificate has the letter "T" (temporary), the Health Re-examination Council must conclude:

+ If the disease is cured, remove the letter "T" and change the health category;

+ If the patient does not recover or shows signs of worsening, a re-examination must be organized and a conclusion must be made that he is healthy enough or not healthy enough to be called up for military service and must be returned to his locality.

- Summarize the health re-examination report according to Form 4d Appendix 5 issued with Joint Circular 16/2016/TTLT-BYT-BQP.
