At the Conference, Prime Minister Pham Minh Chinh delivered topic 1: "The core content of Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training development and the Action Program to implement Resolution No. 71-NQ/TW". The Prime Minister emphasized: Resolution No. 71 sets out stronger policies and decisions to clear bottlenecks, create breakthroughs in development, modernization, and revival of the country's education, contributing to promoting the implementation of new policies of the Politburo on science and technology, innovation, digital transformation, international integration, law-making, private economic development... The Resolution is of special importance, of strategic significance to make strategic breakthroughs in developing high-quality human resources, within the overall breakthroughs of all fields to help our country truly "take off".
Deputy Prime Minister Le Thanh Long delivered the second topic: "The core content of Resolution No. 72-NQ/TW, dated September 8, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health and the Action Program to implement Resolution No. 72-NQ/TW".
Acting Minister of Foreign Affairs Le Hoai Trung delivered the third topic: "The core content of Resolution No. 59-NQ/TW, dated January 24, 2025 of the Politburo on international integration in the new situation and the Action Program to implement Resolution No. 59-NQ/TW".
Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi presented topic 4: "Key and core contents of Resolution No. 70-NQ/TW, dated August 20, 2025 of the Politburo on ensuring national energy security to 2030, with a vision to 2045 and the Action Program to implement Resolution No. 70-NQ/TW".
Speaking at the Conference, General Secretary To Lam affirmed: These are 04 extremely important resolutions of the Politburo; in which Resolution No. 59-NQ/TW is one of the four pillar resolutions mentioned in the implementation session of the Politburo's Resolutions on May 18, 2025. The remaining three resolutions are 3 thematic resolutions. These three resolutions continue and strongly supplement the strategic "Quad Resolutions", creating a unified whole, a breakthrough to realize the two 100-year goals, building a strong, prosperous, eternal and sustainable Vietnam. The consistent spirit of the 04 Resolutions is to quickly shift from "issuing policies" to "executive governance", taking people and businesses as the center, taking practical effectiveness as the measure. Each agency, organization and individual is responsible for turning the content of the resolutions into daily work, into specific action programs, with resources, deadlines, measurement indicators, monitoring and accountability.
The General Secretary requested the entire political system to thoroughly grasp and strictly implement a number of principles in the process of implementing the resolutions: 5 consistency (politics - law - data - resource allocation - communication); 3 publicity (goals - progress - results); 3 early (early completion of institutions - early launch of key projects - early capital allocation) and 5 clarity (clear work, clear people, clear responsibilities, clear time, clear results) and immediately deploy the contents of the resolutions as soon as possible at all levels. To ensure unified direction, smooth coordination and reaching the grassroots, it is necessary to establish a Central Steering Committee; it is necessary to build a public "digital dashboard", updated weekly and monthly, to monitor core indicators, bottlenecks, and progress of implementation of each resolution. Each ministry, branch, locality, unit, cadre and party member needs to immediately get to work with the spirit of "practice and words", "do not leave today's work for tomorrow"; each person a specific task, each day a specific result, persistent, tenacious, methodical, disciplined and creative; the leader is responsible for the results, not shirking or avoiding.
The four Resolutions must be implemented resolutely and synchronously to foster new motivations, create strong impulses for us to break through, successfully achieve strategic goals, make our country increasingly rich, civilized, and the people increasingly happy. "Let's make the spirit of the resolutions implemented today permeate all levels, all sectors and all social components, to every ward, every commune, every village, every hamlet, every class, every workshop, every field, every medical facility, every house, every person. Turn aspirations into actions and turn actions into results, turn results into new beliefs" - General Secretary To Lam especially emphasized.
Before the opening of the Conference, at the main bridge point of the National Assembly House, General Secretary To Lam and other Party and State leaders visited the exhibition of outstanding achievements in the health and education sectors.
