At the Conference, Prime Minister Pham Minh Chinh presented the topic "Key and core contents of Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training development and the Action Program to implement Resolution No. 71-NQ/TW".
Next, Deputy Prime Minister Le Thanh Long presented topic 2 on "Key and core contents of Resolution No. 72-NQ/TW, dated September 8, 2025 of the Politburo on a number of breakthrough solutions to strengthen protection, care and improvement of people's health and the Action Program to implement Resolution No. 72-NQ/TW".
Acting Minister of Foreign Affairs Le Hoai Trung presented Topic 3: Key and core contents of Resolution No. 59-NQ/TW on International Integration in the new situation and the Government's action program to implement this Resolution.
At the end of the presentation, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi presented Topic 4: Key and core contents of Resolution No. 70-NQ/TW on Ensuring National Energy Security to 2030, vision to 2045 and the Government's action program to implement Resolution 70-NQ/TW.
The conference aims to thoroughly grasp and seriously implement the 4 Resolutions of the Politburo to the central committees, ministries, branches and provincial and municipal Party Committees, Party Committees directly under the Central Committee; Party committees, Party organizations, agencies, organizations, cadres, Party members and teams working in foreign affairs, energy, education and training, and health. Speaking at the Conference, General Secretary To Lam emphasized that Resolution 59 is one of the four pillar resolutions mentioned in the Politburo's Resolution deployment session on May 18, 2025. The remaining three resolutions (70; 71; 72) are three thematic resolutions. These three resolutions continue and strongly complement the strategic "Quad Resolutions", creating a unified whole, a breakthrough to realize the two 100-year goals of building a strong, prosperous, everlasting and sustainable Vietnam.
The General Secretary affirmed: The consistent spirit of Resolution 59 and the three Resolutions 70-71-72 is to quickly shift from "issuing policies" to "managing implementation", taking people and businesses as the center, taking practical effectiveness as the measure. Each agency, organization and individual is responsible for turning the content of the Resolutions into daily work, into specific action programs, with resources, deadlines, measurement indicators, monitoring and accountability. He requested the entire political system to thoroughly grasp and strictly implement a number of principles in the process of implementing these Resolutions, which are: 5 consistency (politics-law-data-resource allocation-communication); 3 publicity (goals-progress-results); 3 early (early completion of institutions - early launch of key projects - early capital allocation) and 5 clear (clear work, clear people, clear responsibilities, clear time, clear results) and immediately deploy the contents of the Resolution as soon as possible at all levels.
To ensure unified direction, smooth coordination and "reaching the grassroots", Comrade To Lam said that it is necessary to establish a Central Steering Committee for each Resolution or a Central Steering Committee on the implementation of the Politburo's Resolutions. In addition, it is necessary to build a public "digital dashboard", updated weekly and monthly, to monitor core indicators, bottlenecks, and implementation progress of each Resolution. General Secretary To Lam also emphasized some key orientations, tasks and solutions of each Resolution. Accordingly, for Resolution 59, there are 5 groups of tasks and solutions for implementation. For Resolution 70, there are 10 groups of tasks and key solutions. For Resolution 71, there are 8 key groups of solutions for implementation and for Resolution 72, there are 9 groups of solutions that need to be focused on.
General Secretary To Lam analyzed that the country's new development momentum is formed from the organic connections between resolutions. International integration is the door to the world; Stable and green energy is a necessary condition for production, for schools and hospitals; High-quality education and training provide a team of future system engineers, doctors and public service administrators; Modern healthcare, solid prevention and good care help people stay healthy to study, to work and to create. These pillars are simultaneously reinforced by transparent institutions, strict enforcement of discipline, data guidance and smart resource allocation. When each gear operates in the right rhythm, the national development machine will accelerate steadily.
He suggested that each ministry, branch, locality, unit, cadre and party member immediately get to work with the spirit of "practice and words", "do not leave today's work for tomorrow". Leaders must take responsibility for the results, not push the issue or avoid it. Every quarter and every year, there must be serious, public and transparent reviews, and worthy rewards for those who dare to think, dare to do, and dare to take responsibility for the common good; at the same time, violations and negativity must be strictly handled.
