From July 1, 2025, according to Decree 118 of the Government , commune-level Public Administration Service Centers (PASCs) will be officially established and put into operation.
In Lam Dong , after a short time, the first “sweet fruits” have begun to bear fruit. The story of Ms. Nguyen Thi Hue - a resident of Xuan Huong ward - Da Lat, is not an isolated one. She used to be a “victim” of cumbersome paperwork procedures. But now, she recounts her experience with excitement: “Since having Kiosk, I no longer have to struggle with piles of paperwork. Everything is guided in great detail and easy to understand right at the public administrative service center”.
It is a simple story of everyday life but contains a great change. The core of this revolution is the Center for Public Administration with the Smart Kiosk system, a friendly technological “friend”, appearing in most Center for Public Administration in the province.
With the support of artificial intelligence (AI) and Chatbot virtual assistant, the smart Kiosk helps people register procedures and create documents quickly and accurately. It is not just a machine, but a dedicated guide, helping people to automatically get numbers, look up procedural information and legal documents with just a few light touches. Proactivity, convenience and time saving have become the core values that people feel.
Synchronization of administrative service
Digital transformation is not just a story of modern kiosks. It is the connection and synchronization of an entire system. 100% of the People's Committees of communes in Lam Dong are deploying an information system to handle public administrative procedures, directly connecting with the provincial-level TTPVHCC. This is like dismantling invisible walls and eliminating administrative barriers.
Data is synchronized, information flow becomes smooth, minimizing delays and overdue records, which used to be a nightmare for both citizens and officials.
Besides technology, the human factor plays a key role. Technology is just a tool, but the heart of a service-oriented administration lies in the cadres, civil servants, and public employees. At the Centers for Public Administration Services, people are always welcomed with the right attitude, guided with enthusiasm, and have their questions answered with care.
Mr. Do Thanh Cong - a small trader in Xuan Truong ward - Da Lat, praised: "I came to register my business and it only took me nearly 20 minutes to complete. The staff was very enthusiastic and professional."
It can be seen that the dedication of the staff has made the digitalization process more soulful, more vital and closer than ever. However, every journey has its ups and downs. The story at the public administrative centers at the commune and ward levels has only been in operation for more than 2 months, so it is not all rosy for the people and staff.
Some specialized systems sometimes have errors when deployed, affecting the data synchronization process. In addition, there are still some people who come to the center who are not familiar with technology, are afraid to use digital devices, and still have paper habits, so they feel inconvenienced when having to use digital technology despite being carefully instructed.
Recognizing these difficulties, Lam Dong provincial authorities are implementing many synchronous solutions. A series of training and refresher courses have been organized to improve the qualifications of officials. Propaganda campaigns and instructions for people to use online public services have also been promoted. The construction of a full range of interactive electronic forms is also a direction for "digitalization" to be popularized to every corner of the village and every person.
