The authorities of communes and wards in Hanoi have organized the distribution of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. The gifts contain profound spiritual meaning, demonstrating the care and concern of the Party, State and authorities at all levels for the people on the Great National Day.
These days, the atmosphere of Independence Day in wards and communes of Hanoi city is more bustling when local authorities organize to pay gifts to people. Each person receives a gift worth 100,000 VND according to Resolution 263/2025/NQ-CP of the Government .
From 7:00 a.m. on August 31, 2025, despite the rain, the people of Minh Chau island commune were present at the commune People's Committee headquarters to receive gifts. The red color of flags and flowers blended with the joy and excitement of each person.
Ms. Nguyen Thi Tam (Chu Chang village, Minh Chau commune) excitedly said: "Everyone in the house and neighborhood is excited to ask and invite each other to receive Independence Day gifts from the State. Even the children are cared for and given gifts."
According to Chairman of Minh Chau Commune People's Committee Bui Thai Son, this time, the commune received an additional 666,900,000 VND from the city to pay for 6,669 people with permanent residence in the commune.
To ensure that all people receive gifts, even on holidays, commune officials, villages, and organizations still work actively. The commune has increased propaganda on the radio system and local information pages about the program and gift distribution time of each area so that people know and do not have to wait."
Thanks to that, on August 31, Minh Chau commune completed the payment of September 2 gifts to all people on the island.
In Long Bien ward, the People's Committee mobilized dozens of police officers, soldiers, party cell secretaries, heads of residential groups, union members and youth to participate in the task of giving gifts to people in 37 residential groups.
Gift giving points are arranged at cultural houses and apartment building lobbies to create the most convenience for people. At each gift giving point, the ward arranges a security area, a parking area for people, an area to guide people in filling out declarations, and a gift giving department.
This work was quickly and simultaneously deployed from 1:00 p.m. on August 31st and completed on September 2nd with the sense of responsibility and enthusiasm of the relevant officers and departments. Ward leaders also directly inspected the gift-giving points for the people.
Ms. Nguyen Hoang Nhien (in CT1, Group 17, Long Bien Ward) said: "I was informed by the apartment management board via Zalo message and loudspeaker about going down to the lobby to receive the Independence Day gift. When I went down, I was guided by the police and youth union members on how to quickly and simply fill in my information and open the VNeID application. With this gift, I feel the care and sharing of the Party and State, agencies and authorities with the people."
For temporary residents or those whose current residence is different from their permanent residence, Long Bien ward will make payments from September 7 to September 15, 2025, after confirming that they have not received gifts at their permanent residence.
Having just received money for four people in his family, Mr. Pham Van Duy in Bach Mai ward expressed: “Everyone in my neighborhood is happy, inviting each other to go to the ward to receive money to “celebrate Independence Day”. The amount of money is not large but it is a meaningful spiritual gift, showing the care of the Party and State for each citizen. Receiving gifts on this occasion, we are even more proud and grateful to the generation of our ancestors who won independence for the country”.
According to the People's Committee of Bach Mai Ward, the ward has 130,062 residents with the gift amount of 13,006,200,000 The Ward People's Committee, together with the police force and residential groups, clearly informed all households so that the gift giving to local people was complete and timely.
Meanwhile, to promptly pay 63,434 people in the area, Vinh Hung ward established 26 working groups and on the afternoon of August 31, made payments at 26 locations in residential groups.
Mrs. Duong Thi Quat, 91 years old (resident group 19) emotionally said that her family was very happy to receive gifts from the State. This shows the comprehensive care and concern of the Party and State for the people on the important holiday of the country.
In the localities, the youth union forces guided people to line up, complete procedures; supported in checking the list, guided in filling out information forms and ensured security and order at payment points.
Immediately after the Prime Minister issued Official Dispatch No. 149/CD-TTg on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, the People's Committee of Thanh Tri commune mobilized the entire political system to participate, in which the core was the grassroots police force, youth union and leaders of villages and hamlets.
The Department of Culture and Society quickly coordinated with other forces to declare and review the population to serve the gift-giving work at the Cultural House of Village 3, Yen My, the Cultural House of Co Dien A, the Cultural Center of Ngu Hiep, the hall of the People's Committee of Thanh Tri Commune and the Cultural House of Village 1, Vinh Quynh.
The work is carried out urgently and specifically to each household, ensuring that the gifts are given accurately, promptly, fairly, avoiding confusion and omissions, and are recognized and highly appreciated by the people.
Ms. Nguyen Thi Hang in Co Dien A, Thanh Tri commune said that although it was a holiday, the people who were in charge of giving gifts to the people were very responsible and cheerful. Their enthusiastic working attitude and willingness to help each person receive the money successfully made the gift even more meaningful and solemn.
According to Chairman of Thanh Tri Commune People's Committee La Van Huy, the gift of 100,000 VND given to each person on the occasion of the great festival has great significance to the people. Therefore, the government determined that it must organize the payment of gifts in cash to the people to ensure timely and correct recipients.
For cases of receiving gifts via applications, the People's Committee recommends that people only receive information from official channels, absolutely do not access strange links, or download applications of unknown origin; do not provide account numbers, passwords, OTP codes to avoid being scammed by scammers...
In Nam Phu commune, to ensure the progress of gift giving, the government arranged three locations to give gifts to people.
However, due to the large number of people coming to receive cash gifts, by the afternoon of September 1, the government added three more locations to pay gifts to households in the area.
According to the representative of the People's Committee of Nam Phu commune, along with the great efforts of the leadership team and members of the working group, the people also proactively cooperated in thoroughly researching information, fully preparing necessary documents and strictly complying with regulations and instructions at payment locations.
Therefore, the working atmosphere at the gift distribution locations was orderly and civilized, without any jostling or pushing. Most people received gifts before September 2. For those who have not received gifts, the Commune People's Committee will continue to pay from September 3 to September 15, 2025 at the Hall of the Commune's Cultural, Information and Sports Center.
In Quoc Oai commune, on the evening of August 31, from 6pm to 10pm, the commune distributed gifts to people in 6 villages of the old Sai Son commune. Many people came to receive them in a joyful and excited atmosphere. Many households expressed their emotion and appreciation for the attention of the Party, State and local authorities.
Chairman of the People's Committee of the commune Nguyen Trung Thanh directly inspected the payment work in the villages, encouraged the task force and reminded them to serve the people thoughtfully and wholeheartedly.
Mr. Phan Khac Than, a resident of Nam Trai village, shared: “The commune implemented the plan very promptly, organizing the payment right from the evening of August 31 so that people could come and receive it. I see that the government works very responsibly, even working late at night to serve the people. We are very excited and appreciate this care and thoughtfulness.”
