Comrade Pham Anh Tuan: Circular No. 29 of the Ministry of Education and Training regulating extra teaching and learning has many new points, including the content of regulations on extra teaching and learning outside of school. Accordingly, organizations or individuals organizing extra teaching and learning activities outside of school with fees from students must register their business according to the provisions of law; publicly announce on the electronic information portal or post at the head office of the extra teaching facility the subjects that are organized for extra teaching; the duration of extra teaching for each subject by grade level; the location, form, and time of organizing extra teaching and learning; the list of extra teachers and the amount of tuition collected before enrolling students in extra teaching and learning classes. Extra teaching and learning people outside of school must ensure that they have good moral qualities; have professional capacity appropriate to the subjects they teach. Teachers currently teaching at schools participating in extra teaching and learning outside of school must report to the principal.

On May 28, 2025, the Provincial People's Committee also issued Decision No. 39/2025/QD-UBND (Decision 39-PV) regulating extra-curricular teaching and learning in Ha Nam province, further specifying a number of contents for extra-curricular teaching and learning outside of school. Accordingly, the Department of Finance is assigned to guide the issuance of business registration certificates to establish enterprises with related business lines of extra-curricular teaching and learning in accordance with the provisions of law. The collection, management and use of extra-curricular fees shall comply with the provisions of law on finance, accounting, tax and other relevant regulations. Extra-curricular teaching establishments must ensure the conditions of facilities for extra-curricular teaching and learning; comply with current regulations on working hours, overtime; comply with the provisions of law on security, order, safety, environmental sanitation, fire prevention and fighting, etc.
Thus, when organizations and individuals want to organize tutoring activities, they need to register their business activities with the competent authority to carry out the procedures corresponding to each type of establishment. According to Decision 39 of the Provincial People's Committee, the Department of Finance will guide the issuance of business registration certificates to establish enterprises with related business lines of tutoring and learning according to the provisions of law. Individual business households must submit their tutoring business registration dossiers to the district-level Finance Department.
Reporter: How has the inspection and examination of tutoring facilities been carried out recently? How will organizations and individuals who do not have a license but still organize tutoring be handled, sir?
Comrade Pham Anh Tuan: According to Decision 39, relevant departments, branches and sectors in the province, based on their functions, tasks and powers, are responsible for coordinating witheducational management agencies and management agencies at all levels to manage, inspect and examine extra teaching and learning according to regulations. Thus, extra teaching establishments are subject to inspection and examination by inspection agencies at all levels; educational management agencies include the Department of Education and Training and the Departments of Education and Training; state management agencies according to decentralization include People's Committees at all levels and the agency that issues business registration certificates of extra teaching establishments. Handling of violations in extra teaching and learning is implemented according to the provisions of Article 16 of Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training.
On February 7, 2025, the Prime Minister issued Official Dispatch No. 10/CD-TTg on strengthening the direction of junior high school and high school enrollment and management of tutoring and learning activities, requesting the Minister of Education and Training to strictly handle and publicize violations according to regulations. Accordingly, organizations and individuals who have not been licensed but still organize tutoring may be punished according to the provisions of Decree No. 122/2021/ND-CP, dated December 28, 2021 of the Government, stipulating administrative sanctions in the field of planning and investment. In case teachers teach tutoring in the form of a business household but do not register to establish a business household, they will be fined from 5 to 10 million VND; for organizations, the fine is from 10 to 20 million VND. In case of teaching in the form of a business but not registering to establish a business, the fine will be from 25-50 million VND for individuals; from 50-100 million VND for organizations.
PV: So, is it forbidden to teach and study extra during summer vacation, comrade?
Comrade Pham Anh Tuan: Circular 29 of the Ministry of Education and Training clearly states that extra classes are not organized for primary school students, except in the following cases: training in arts, physical education, and life skills training. Teachers who are teaching at schools are not allowed to teach extra classes outside of school for money from students that the teacher is assigned to teach according to the school's educational plan. Teachers at public schools are not allowed to participate in the management and operation of extra classes outside of school but can participate in extra classes outside of school. Extra classes and extra learning during the summer vacation are not prohibited (except for cultural subjects for primary school students) but must comply with specific regulations: not forcing students to take extra classes, not cutting the main curriculum to teach extra classes, must have the consent of the student's parents...
PV: On May 10, 2025, the Prime Minister issued Official Dispatch No. 61/CD-TTg, which includes the content of summer vacation for children and students in 2025. Accordingly, the education sector is required to direct and guide localities and educational institutions to implement management and education measures and strengthen coordination between schools and families to create conditions for children and students to have fun, participate in cultural and artistic activities, physical training, and practice life skills during the summer; manage children and students to prevent accidents, injuries, and drowning. On June 6, the Prime Minister continued to issue Directive No. 17/CT-TTg on organizing 2 sessions/day of teaching and organizing summer activities for children and students. For Ha Nam, how are these instructions implemented, comrade?
Comrade Pham Anh Tuan: Implementing the direction, the Department of Education and Training has advised the Provincial People's Committee to issue Document No. 1347/UBND-KGVX dated May 21, 2025, directing educational institutions to strengthen coordination between schools and families to create conditions for children and students to have fun, participate in cultural and artistic activities, physical training, and practice life skills during the summer; coordinate with families to manage and supervise children and students during the time they are not in school, ensuring safety, especially preventing accidents, injuries, drowning and child abuse in the online environment.
The Provincial People's Committee also requested the People's Committees of districts, towns and cities to guide relevant agencies and organizations, closely coordinate with the Youth Union and mass organizations to create an environment for children to have healthy entertainment; practice life skills, participate in foreign language, cultural, artistic, physical education and sports activities, and develop physical fitness. Mobilize and encourage artists, artisans, athletes, and experts to organize cultural, artistic, sports and talent development activities. At the same time, direct the construction of a suitable environment for learning and using foreign languages in the community, healthy recreational and entertainment activities, attracting children, students and trainees to participate, contributing to educating ethics, lifestyle, behavioral culture, life skills, improving the effectiveness of comprehensive education; propagate and educate to raise awareness and consciousness so that children know and comply with regulations on preventing and combating accidents, injuries, and drowning; Pay attention to supporting investment in facilities to organize clubs for students to participate in physical activities, sports; practice life skills, foreign languages, arts, organize swimming lessons in educational institutions. The Youth Union proactively proposes and coordinates the implementation of propaganda, education on culture, arts, physical education, sports, life skills, prevention of injuries, drowning, teaching safe swimming for children and students in schools and in residential communities.
PV: According to you, what should be done so that students have a useful summer?
Comrade Pham Anh Tuan: Summer vacation is very necessary for students. It is the time for students to rest and regain balance after a year of studying; it is an opportunity for them to be close to their families and participate in many local sports and cultural activities. Therefore, families need to coordinate with local youth organizations to organize for their children to participate in learning and practicing sports to improve their physical strength, participate in cultural and artistic clubs or life skills clubs. Children can participate in experiential activities and entertainment in the village and commune community. For families in cities and towns, parents can take their children back to the countryside to experience more rural life, and at the same time be closer to their grandparents and relatives. Students can also participate in training activities at home by cooking and cleaning the house. Parents need to increase supervision and limit their children's use of electronic devices to protect their health and spirit.
During the summer, families should let their children relax, participate in their favorite arts, practice physical education, sports, learn life skills, etc. Letting children take extra classes during the summer should also be carefully considered. Only take extra classes during the summer if really necessary, in subjects that children need extra training and with a moderate amount of time.
