After implementing the 2-level local government model, in many communes, wards and special zones of the province, people have gradually become accustomed to doing administrative procedures online, receiving enthusiastic support and saving travel time. The story from the 2 communes of Giong Rieng and An Bien shows clear changes.

Since July 1, every Wednesday morning, Ms. Tran Thi Ngoc Ha - Secretary of the Youth Union, Head of the Women's Union of Lang Son Hamlet, Giong Rieng Commune, has come to the Commune Public Administration Service Center to support people. Her job is not only to guide people to dial the number but also to help fill out the form and check the information before people pay the fee online via the VNeID application. "When it was first implemented, people's ability to apply information technology was only about 10%, now it has increased to about 50 - 60%. The support part is much easier because people are gradually getting used to using the phone and know how to share with each other to access digital technology ," said Ms. Ha.

With 45% of households being Khmer, the use of online public services in Lang Son hamlet is still limited. Most of the hamlet officials are young, so they take turns assisting people in carrying out birth and death registration procedures, registering for social benefits right at the hamlet through the online public service application, without having to go far. Mr. Quach Ba Le, a resident of Lang Son hamlet, shared: "When I went to receive 100,000 VND given by the Government on the occasion of National Day on September 2, I took the opportunity to ask the hamlet officials to show me how to enter the public service portal."

Deputy Director of the Giong Rieng Commune Public Administration Service Center Huynh Khai Si said: “Since the implementation of the two-level local government, the time to process procedures has been shortened, and fees are public and transparent. People can track the progress of their documents online, and even choose the public postal service to receive results at home.” However, according to Mr. Si, some procedures related to land and taxes are still not synchronized, causing people to have to go back and forth many times, so it is recommended to delegate more authority to the commune level to reduce inconvenience for people.

Not only in Giong Rieng, in An Bien commune after the merger, many people also acknowledged the increasingly better service spirit of the local cadres, civil servants and public employees. Mr. Trinh Cong Chinh (73 years old), residing in Xeo Duoc 1 hamlet, An Bien commune shared: "The day I applied for the elderly allowance, seeing that I was still hesitant, the Youth Union officials came to ask and give me enthusiastic instructions. Now the application is processed quickly, not making people wait like before."

The reality in Giong Rieng and An Bien shows that the operation of a two-level local government has helped streamline the organization and enhance the responsibility of officials, especially in serving the people. Besides the advantages, after the merger, the large population concentration at one point sometimes slows down the processing of documents. On the other hand, for households in difficult circumstances, the elderly, single people, and those without means of transportation, traveling long distances to the public administrative service center is even more difficult.

Although there are still difficulties in technological infrastructure and the adaptation of some people, this model is on the right track. Having just helped his uncle complete the procedures for receiving disability benefits, Mr. Huynh Thanh Son, residing in Xeo Duoc 1 hamlet, excitedly said: "When going to the commune to do procedures for the disabled or the elderly regime, there are always officials to guide enthusiastically. Although the distance from home to the commune is longer than before, the process is quick, about 30 minutes to complete, with results scheduled for 10 days."
