Innovation in mass mobilization work in ethnic minority areas

In order to promote socio-economic development, improve the material and spiritual life of the people, ensure security and order in the area, the Party Committee, the government, the Fatherland Front, and socio-political organizations focus on innovating mass mobilization work, promoting propaganda and mobilizing people, especially ethnic minorities, to gradually eliminate backward customs and practices, implement the Party and State's policies and guidelines, develop the economy and society, and sustainably reduce poverty.

Focus on leading and directing mass mobilization work at the grassroots level

Recognizing the particularly important role of mass mobilization work in general and mass mobilization in ethnic minority areas in particular, the provincial Party Committees and authorities at all levels have focused on leading, directing, thoroughly grasping and implementing resolutions and directives of the Party and the Central Committee on mass mobilization work. In particular, Directive No. 49-CT/TW, dated October 20, 2015 of the Secretariat on "Strengthening and innovating the Party's mass mobilization work in ethnic minority areas".

Officials of Tong Cot commune went to the grassroots to propagate and mobilize people to comply with the policies of the Party and State.

The Provincial Party Committee issued over 40 documents to lead, direct, disseminate and implement mass mobilization work in ethnic minority areas in the spirit of Directive No. 49-CT/TW. Communes, wards and Party Committees directly under the Provincial Party Committee seriously disseminated and implemented Directive No. 49-CT/TW to agencies, departments, branches, unions and armed forces units; at the same time, developed a Plan to implement Directive No. 49-CT/TW on the basis of concretizing the directive documents of the Provincial Party Committee. From 2015 to present, 100% of affiliated units have issued documents to disseminate and implement Directive No. 49-CT/TW; propagated 61,214 meetings/22,582,372 participants; Conducting direct dialogues between Party leaders and people 651 times/4,852 people to grasp thoughts and aspirations, answer difficulties and problems regarding land, compensation for site clearance, mineral management and propaganda, mobilizing people not to listen to or believe bad guys who spread illegal propaganda; dialogue conferences were all conducted in the spirit of democracy, openness, multi-party dialogue, and multi-level participation; issuing more than 1,500 legal brochures on the content of the Law on National Defense, Law on Military Service, Law on Complaints, Law on Denunciation, Law on Prevention and Control of Harmful Effects of Alcohol, Beer, etc.; providing more than 1,600 legal books to units and localities as propaganda materials.

Creating change in ethnic minority areas

Comrade Ha Thi Hue, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, said: Party committees, authorities at all levels, socio -political organizations and armed forces have done a good job of mass mobilization, helping ethnic minorities develop production, actively participate in forest protection, border security protection, implement civilized lifestyles, provide vocational training, promote entrustment activities so that people have capital for production and business, build "Skilled Mass Mobilization" models..., the whole province currently has 9,263 "Skilled Mass Mobilization" models. Thereby, many models and typical examples have emerged to help people develop the economy, reduce poverty, build a clean and strong Party and political system... The role of village elders, village chiefs, and prestigious people in ethnic minority areas has been increasingly promoted, becoming a bridge between the Party and the people. All levels have established 1,462 prestigious people in residential areas, ethnic minority areas, and religious areas to coordinate with Party committees and authorities to grasp the people's situation, propagate to ethnic minorities and religious people to well implement the Party's guidelines and policies and laws of the State, join hands with the whole country to build new rural areas and civilized urban areas...

Xuan Truong Commune Military Command coordinated with Xuan Truong Border Guard Station to install solar lights in the program "Lighting up the inner-field roads" in Thua Tong hamlet.

Colonel Duong Van Toan, Deputy Political Commissar of the Provincial Military Command, said: The unit coordinated with departments, branches, and organizations to do a good job of mass mobilization work in localities, combined with reserve mobilization training, militia and self-defense forces to do mass mobilization work, participated in building rural concrete roads, repairing inter-hamlet roads, dredging intra-field canals, eliminating temporary and dilapidated houses, helping policy families take care of and harvest crops with nearly 20,000 working days; supported the construction of a boarding house for students with an amount of 2.4 billion VND; built 274 houses for households in difficult circumstances in the area with a total amount of over 15 billion VND; supported 40 students in especially difficult circumstances in border communes under the project "Army officers and soldiers help children go to school"...

Mr. Vay Van Hoa, Head of the hamlet, a prestigious person in Khuoi Giao hamlet, Co Ba commune, shared: As a prestigious person, I not only set an example and take the lead in implementing the policies and laws of the Party and the State, developing the family economy , but also propagate and guide people in the hamlet to improve the land, borrow capital to implement the model of growing star anise and raising silkworms. Up to now, the whole hamlet has 90 households growing 245 hectares of star anise and more than 85.5 hectares of mulberry trees, bringing in an income of over 6 billion VND per year, each household earns an average of over 90 million VND, contributing to reducing the number of poor households by 6% per year.

In fact, the mass mobilization work in ethnic minority areas in the province has created clear changes in ethnic minority areas. Infrastructure has been invested in quite synchronously; the rate of trained workers has reached 50.9%; 100% of ethnic minority households have health insurance cards; 95% of households have access to the national grid; 94% of households have access to clean water; the material and spiritual life of ethnic minorities has been gradually improved and enhanced. Social security policies have been fully, promptly, and effectively implemented; the poverty rate has decreased by an average of 4% per year. Cultural institutions and traditional festivals of ethnic minorities have received investment attention; people's health care has been focused on, meeting the needs of socio-economic development, stabilizing political security and improving people's material and spiritual life.
