Disbursement of public investment is both urgent and strategic, and is also a key task to promote growth, stabilize the macro- economy , ensure major economic balances, and create jobs and livelihoods for the people.
In order to complete the socio-economic development plan and medium-term public investment plan for the 2021-2025 period, contributing to the successful implementation of the country's growth target of 8% or more in 2025, the Ministry of Construction has continuously directed investors to promote progress and accelerate the disbursement of public investment capital. key project
The momentum from large-scale projects and works
At the construction site of package XL01 (Km0-Km24) of the Chi Thanh-Van Phong expressway component project, Thang Long Corporation is striving to complete the final stages, striving to open the technical traffic by the end of September, "finishing" 3 months ahead of schedule. The payment and disbursement work has been effectively implemented by the units, the Corporation has achieved an output value of more than 90%, 682/753 billion VND. The investor has disbursed 570 billion VND, including contract advances and 35 installments of completed construction and installation volume, disbursement reaching 76% of the contract value, expected to pay 24.6 billion VND for completed construction and installation value in September (IPC installment 36). To put the project into operation soon, the Corporation is focusing on reinforcing the M1 abutment roof panels of the Km0+200 bridge, constructing asphalt pavement on the Km2+030 bridge, completing traffic safety items, road markings, signs; speeding up the completion of the intersection bridge cluster items.
Road project The North-South Expressway, Quang Ngai-Hoai Nhon section, is also entering the final stage to "finish" at the end of this year (8 months ahead of schedule), the construction pace seems to be more exciting and urgent. This is the largest project in the 12 component projects of the North-South Expressway (Phase II), 88 km long, with a total investment of more than 20,400 billion VND (construction value of nearly 14,500 billion VND). There are 3 tunnels through the mountain; of which tunnel No. 3 is classified as special, with a length of 3,200m, along with 77 bridges, 586 culverts, and 81 residential underpasses.
Deo Ca Group (the leading contractor of the consortium) said that 50 construction teams are currently being deployed at the construction site with 3,000 employees and about 1,500 pieces of equipment; the output to date has reached more than 10,500 billion VND, equivalent to 80% of the total volume, on average, the entire project records an output of about 200 billion VND per week. According to the contract, the project is scheduled to be completed in August 2026, however, the parties are striving to basically complete it before September 30, 2025, with tunnel No. 3 to be completed before December 31, 2025.
Director of Project Management Board 2 (Ministry of Construction - project investor) Le Thang said that by 2025, the expressway Quang Ngai-Hoai Nhon was allocated nearly 4,560 billion VND of budget capital. “In the first 3 months of the year, the project encountered many difficulties due to prolonged heavy rains and difficulties in site clearance. In the past 5 months, there has been a major change at the construction site, increasing from nearly 7,900 billion VND to more than 10,600 billion VND, contributing to the Board's disbursement level reaching more than 4,500 billion VND, higher than the average level of the Ministry", Mr. Le Thang assessed.
Strive to disburse 100% of assigned capital
In the past time, one of the notable achievements is the "lightning speed" of finishing 3 to 8 months early, meeting the progress and quality of a series of large projects such as Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Van Phong-Nha Trang, Rach Mieu 2 Bridge, etc., which is an important driving force to promote the overall disbursement output of the Ministry.
However, according to the reports of investors/Project Management Boards, up to now, the disbursement output of the Ministry of Construction has reached nearly 32,500 billion VND out of the total capital allocated by the Prime Minister of nearly 87,200 billion VND (37%), lower than the national average. The reason for the low disbursement is that some projects have had their prices reduced after bidding; continued to receive a 2% reduction in VAT; negative price slippage or the price slippage index has not been determined, leading to excess reserves; reduced site clearance costs; reduced after settlement, handling all debts, etc. These are the main reasons why some projects have had to reduce their capital plan needs. According to the review results, the total excess capital plan needs of the Ministry of Construction this year are expected to be about 11,645 billion VND.
The representative of the Department of Planning and Finance (Ministry of Construction) assessed that during the implementation process, the above reasons have greatly affected the implementation value. The expected surplus capital is being proposed by the Ministry of Construction to direct the Project Management Board to work with relevant localities to accurately calculate the capital demand in 2025 for site clearance of the Lao Cai-Hanoi-Hai Phong railway project and the high-speed railway project on the north-south axis to promptly supplement and ensure sufficient capital to implement the projects. If necessary, the Ministry of Construction will continue to report to competent authorities for consideration, balance, and adjustment of capital for other projects with large capital needs.
Faced with the above situation, the Ministry of Construction has requested investors to direct contractors and consultants to further accelerate the construction progress and internal procedures of the projects; resolutely and strictly handle contractors and consultants who are late, and officials who do not comply with the disbursement process, causing difficulties for the unit when making payments. In addition, review the remaining volume and the assigned capital plan to develop a detailed disbursement plan for each month, monitor the implementation of each project; speed up the progress of intelligent traffic systems, toll stations, vehicle load control stations, etc.
The Ministry of Construction also requested relevant localities to direct functional agencies and units to take flexible and creative measures to accelerate the disbursement of public investment capital allocated to projects, ensuring the quality of works, avoiding negativity, loss, waste, and violations of legal regulations. Local authorities need to mobilize the entire political system to thoroughly resolve land clearance problems... The Minister of Construction requested agencies and units to complete key works and projects, important national projects in the list of 3,000 km of highways, complete the ITS and toll collection items in time for collection in January 2026; ensure a minimum disbursement of 95%, strive to disburse 100% of the assigned capital plan.
