Artificial intelligence AI has developed remarkably, becoming one of the key technologies promoting the national digital transformation process, from data digitization, business processes to operating model transformation in Vietnam. Thereby inheriting and promoting the latest achievements of mankind, researching, developing and applying AI in association with tasks and goals of socio-economic development, ensuring national defense and security, developing science and technology; promoting the potential of enterprises, effectively exploiting all resources; gradually receiving transfer, mastering, and moving towards technology innovation. Focusing resources to create and develop important AI products and AI services in which Vietnam has competitive advantages; investing in focusing on applying AI in a number of areas related to national defense and security, resource management, environment and services for people; strongly developing AI application enterprises and AI startups.
With the goal of promoting research, development and application of AI, making AI an important technology field of Vietnam in the Fourth Industrial Revolution. By 2030, Vietnam will become a center for innovation, developing solutions and applying AI in the ASEAN region and the world.

In particular, it is necessary to develop and complete additional legal documents on electronic transactions, on establishing and sharing data, on testing institutional frameworks (sandboxes), creating a favorable testing space with a separate legal policy framework to conduct testing of AI in potential fields; develop standards and technical regulations on formats of AI technology and products. Form a data platform and calculate the development of regulations and a list of professional databases that ministries, branches and localities must share, share and open; promote a culture of building and sharing, sharing and opening data in the scientific community, businesses and people.
Promote the implementation of the National Data Strategy; focus public investment on the formation of shared, open administrative databases in the process of implementing e-Government; build a reliable data sharing framework to promote data sharing cooperation between enterprises and individuals in the private sector; integrate shared, shared, open data of ministries, branches and localities into the National Data Portal; implement public-private partnerships, co-fund the construction of high-performance computing platforms and systems, cloud computing, fog computing; build mechanisms to support, encourage and promote the use of domestic platforms, mechanisms to link and share high-performance computing systems, cloud computing, fog computing.

Vietnam becomes a center for innovation, developing solutions and applying IT, forming 02 national innovation centers on IT; increasing the number of innovative startups on IT and total investment capital in the field of IT in Vietnam, widely applied in public administration, online public services to help reduce work processing time, human resources, waiting time and costs for people and by 2030 Vietnam is in the group of 4 leading countries in the ASEAN region and the group of 50 leading countries in the world in research, development and application of IT, building 10 prestigious IT brands in the region. Developing 03 national centers for big data storage and high performance computing; Connecting domestic data center systems and high-performance computing centers to form a network to share big data and computing capacity for AI, with at least 01 representative in the ranking of the top 20 research and training institutions on AI in the ASEAN region. Applying AI to serve national defense and security tasks, rescue activities, natural disaster prevention and response to incidents and epidemics, along with digital transformation, applying AI contributes to promoting growth in a number of economic sectors.
In particular, encourage the establishment of organizations to provide short-term training for research staff, technical staff and managers to meet the requirements of research and development of AI products in corporations, companies and research units; encourage and promote the establishment of a number of short-term and medium-term certificate training programs on AI and KHDL; implement short-term training programs on integrating AI and KHDL technology into third-party devices.
Along with the formation of enterprises providing integrated solutions based on IT technology, KHDL combined with blockchain technology, cloud computing and Internet of Things; building incentive mechanisms, deploying IT technology, KHDL promoting digital transformation; building and providing technical infrastructure, providing IT services, KHDL promoting digital transformation, IT services and applications supporting domestic enterprises to participate deeply in the supply chain of the global market, meeting the needs of logistics, e-commerce and digital economy markets.
In particular, promoting the development and deployment of IT applications in the fields of ensuring data security, network security; urban management, social management and public administration; telecommunications; building policies and programs to encourage IT corporations and enterprises to develop open platforms for data and software to serve the construction of IT applications; encouraging Vietnamese technology corporations and enterprises to focus on research, mastering technology, and developing specific Vietnamese IT products./.
