The Resolution of the 19th Provincial Party Congress, term 2020 - 2025 clearly identifies 3 key programs to remove 3 "bottlenecks" in the province's development strategy, including: Developing infrastructure; Building a team of key officials at all levels, improving the quality of human resources; Building and innovating policies and mechanisms to improve the investment and business environment, attracting strategic investors. At the end of the term, Cao Bang is putting on a new look with its own efforts and positive results in implementing key programs, creating leverage and momentum in socio-economic development.

Developing infrastructure in a synchronous manner

To specify the Resolution of the 19th Provincial Party Congress, on November 11, 2021, the Provincial Party Committee issued Program No. 10 on infrastructure development (transportation, tourism , border gates, urban areas, digital infrastructure) for the period 2021 - 2025. The province has issued a list of projects calling for and attracting investment in the area with 102 projects in 5 fields. Determining that the development of transport infrastructure must always be "one step ahead", the province focuses on investment resources with focus and key points on a number of strategic transport works, especially the investment project to build the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway under the public-private partnership (PPP) method. The total output of the packages implemented by early September 2025 reached over 4,108 billion VND, reaching nearly 40% of the total output of the project and 60% of the technical route output, meeting the requirements of the BOT contract, striving to complete the technical route of phase 1 by the end of 2025. Along with that, phase 2 of the project was also started on August 19, 2025.

Director of the Department of Construction Luong Tuan Hung said: In addition to the Dong Dang - Tra Linh Expressway Construction Investment Project, the construction industry is actively advising the province to complete the documents and procedures to submit to the Prime Minister for approval of the Bac Kan - Cao Bang Expressway Project. In the period of 2021 - 2025, the province will implement nearly 20 other important transport projects, with a total investment of more than VND 22,500 billion, including many projects in the difficult western areas of the province, especially border belt roads, urban bypasses, and residential areas. At the same time, resources will be focused on consolidating the district and commune road systems and developing rural transport, with a total investment of more than VND 4,600 billion. Upgrade national highways passing through the province with a total investment of over VND 1,200 billion. Thanks to that, the transportation system in the province is increasingly improved, contributing significantly to expanding development space, creating momentum to promote trade, services, tourism and ensuring national defense and security, making practical contributions to the socio-economic growth of the province.

Along with transport infrastructure, tourism infrastructure, border gates, urban areas, digital infrastructure is also being promoted. The province has implemented 13 infrastructure development projects in key tourist areas and destinations, of which 8 projects have been completed. Building a Cao Bang Province Smart Tourism Portal application with many utilities. Testing VR360 digitalization (virtualized tourism and virtual commentary) for 5 prominent tourist areas and destinations of the province.

Dong Dang - Tra Linh Expressway gradually comes into existence.

Taking advantage of the 333 km long border, the province has directed the implementation of 10 border gate infrastructure investment projects with a total investment of over 331.7 billion VND. To date, 9/10 projects have been completed, reaching 90% of the set target. Disbursement of capital reached 326.8 billion VND, reaching 98.5% of the assigned capital plan.

There are 69 urban development projects attracting investors using socialized capital. A number of commercial housing projects have been completed and put into use, providing the market with housing products that meet people's needs and enhance urban aesthetics. Completed 6/8 contents in the plan on building and developing digital infrastructure, contributing to improving the effectiveness and efficiency of direction and administration of authorities at all levels, creating a solid foundation for the development of digital government, digital economy and digital society.

Improve the quality of human resources

Determining that the training and fostering of cadres and civil servants is of great significance in improving the quality of human resources, the Provincial Party Committee issued Program No. 08-CTr/TU dated July 16, 2021 on "building a team of key cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige equal to the tasks". In particular, the work of cadre planning was advised by the Provincial Party Committee's Organization Committee to review and supplement the planning of Party committees and key positions of the province; planning of leaders of departments, branches and leaders of localities under the management of the Provincial Party Committee's Standing Committee for the terms of 2020 - 2025, 2021 - 2026.

Innovate the work of evaluating cadres, proactively direct the development and promulgation of documents specifying the work of evaluating cadres to ensure that it is close to the practical situation of the locality. In addition to the contents and criteria on the implementation of assigned duties and tasks, the set of criteria has been integrated with the criteria for implementing Resolution 4 of the 12th Central Committee, Directive No. 05, Conclusion No. 01 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; the responsibility to set an example of party members, cadres, leaders and managers, especially key cadres at all levels; the implementation of regulations on the responsibility to set an example; regulations on what party members are not allowed to do.

Comrade Ma Kien Ngoc, Secretary of the Party Committee of Quang Uyen commune, shared: In the period of 2021-2025, Quang Hoa district (before the merger) actively implemented Program 08, concretizing it with appropriate projects and plans; proactively reviewing and adding to the planning cadres who are capable, enthusiastic, and dedicated to their assigned work and tasks. Mobilizing and rotating, helping managers to promote their working capacity well, creating opportunities for cadres to be trained through the grassroots. The leadership team at all levels, especially the young leadership and management team, constantly improves their quality and political mettle.

During the term, the whole province had 286 commune-level cadres sent for university training; 57 civil servants participated in doctoral training and equivalent (achieving 280% of the plan); 525 civil servants and public employees participated in master's training and equivalent (achieving 249% of the plan); 265 cadres were trained in advanced political theory; over 1,200 cadres were trained in intermediate political theory. Coordinated the organization of 2 training courses for leaders and managers; planning resources for the Provincial Party Executive Committee, term 2025 - 2030, planning resources for leaders of departments, branches, sectors and equivalent for the period 2026 - 2031 for 180 cadres, civil servants and public employees. Mobilized, rotated, appointed, reappointed, and introduced candidates for 427 cadres under the management of the Provincial Party Standing Committee.

Innovation of mechanisms and policies, improvement of investment and business environment

Along with infrastructure and human resources, Cao Bang proactively innovates mechanisms and policies, creating an open and attractive investment environment. Thanks to that, many businesses have chosen Cao Bang as a strategic destination. Implementing Program No. 09-CTr/TU dated November 11, 2021 of the Provincial Party Committee on "building and innovating mechanisms and policies, improving the investment and business environment, attracting strategic investors", in recent times, all levels and sectors of the province have promoted administrative reform, creating favorable conditions for investors, businesses and organizations to survey the areas in which the province is focusing on calling for investment, including: urban development, transportation, border gate economy, agriculture, industry, trade, tourism, services... Thereby, attracting many resources to promote the potential and advantages of the province, improving coordination capacity, implementing signed commitments on the basis of sustainable development, helping Cao Bang become a destination, connecting and developing.

Leaders of Cao Bang Provincial People's Committee signed a Memorandum of Understanding on cooperation with the Korean Business Association in Vietnam (KOCHAM).

To create an open and attractive investment and business environment, the province has also issued specific investment incentive mechanisms and policies such as supporting enterprises and cooperatives to invest in agriculture and rural areas, exempting and reducing land rent and land use fees, etc., establishing and maintaining working groups to receive and support the implementation of investment projects.

In the period of 2021 - 2025, all levels and sectors of the province have focused on drastically implementing and consistently implementing the province's policy of "Government accompanying, connecting, and sharing" with the business community and cooperatives. The whole province has newly established 753 enterprises with a registered capital of over 4,264 billion VND, an increase of 4% compared to the period of 2016 - 2020, bringing the total number of enterprises in the province to 2,154, an increase of 24% compared to 2020.

For administrative procedures (AP) in the investment sector, over 80% of APs have reduced processing time from 30% to 50%; 100% of APs in the business registration sector have reduced processing time from 3 working days to 2 working days; 100% of APs of departments, branches and sectors are received and results are returned at the Provincial Public Administration Service Center (except for APs not performed at the One-Stop-Shop as prescribed).

Regarding the goal of attracting investment, the province has attracted investment in the Dong Dang - Tra Linh Expressway Construction Investment Project under the public-private partnership (PPP) method and selected an investor, headed by the Consortium, Deo Ca Group Joint Stock Company. Sharing about the "overcoming difficulties journey" of the province and Deo Ca Group in the process of researching and implementing the Dong Dang - Tra Linh Expressway Construction Investment Project, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hai Hoa affirmed: The most difficult thing that the parties had to face was not only capital, terrain, or technology, but also doubts about the feasibility of the project. By "daring to think honestly, speak honestly and do honestly", the two sides have persevered and unanimously implemented the project. The spirit of public-private partnership is essentially encapsulated in the two words cooperation and sharing, which is the key to opening the door to the expressway. The initial doubts have been transformed into trust, into encouragement and motivation to continue on larger and more meaningful journeys. With the will of the government and enterprises, the Dong Dang - Tra Linh Expressway Construction Investment Project has become a special project, not only applying a new implementation model and new capital sources, but also incorporating new confidence and new determination.
