Scene of the 1st Congress of the Gia Lai Provincial Party Committee, term 2025-2030
Implementing Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units; Conclusion No. 167-KL/TW dated June 13, 2025 of the Politburo on the policy of implementing the arrangement of the apparatus and administrative units, putting them into operation at the same time at the provincial and communal levels, on July 1, 2025, the Standing Committee of the Gia Lai Provincial Party Committee (new) decided to establish the Gia Lai Provincial People's Committee Party Committee, consisting of 100 grassroots party organizations, including 70 party committees and 30 grassroots party cells, with a total of 10,032 party members.
After restructuring and reorganization, up to now, the entire Party Committee of Gia Lai Provincial People's Committee has 74 grassroots party organizations, including 54 party committees and 20 party cells, with a total of 10,813 party members.
Speaking at the opening of the Congress, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: From July 1, 2025, Gia Lai province was officially established according to the decision of the Central Government, opening up new potentials and opportunities, while posing great challenges. That requires the government apparatus and political system at all levels to soon stabilize the organization, improve the effectiveness of state management, innovate management thinking, tighten discipline, and serve the people better and better.
The establishment of the Provincial People's Committee Party Committee is a correct, wise and strategic policy of the Party in arranging and perfecting the Party organization in state administrative agencies; in line with the requirements of innovation, improving the comprehensive leadership capacity and fighting strength of grassroots Party organizations in the new situation.

Over the past time, fully and deeply grasping the Party's policies, guidelines and resolutions, under the leadership and direction of the Provincial Party Committee Standing Committee, Gia Lai province has prepared conditions and determined growth scenarios to bring the province into a new, fast and sustainable development stage; becoming a center for processing technology, manufacturing, renewable energy, high-tech agriculture , services, tourism, semiconductor chips, artificial intelligence (AI). The province strives to become a fairly developed province, firmly entering a new era of development, strength and prosperity with the whole country.
The Party Secretary and Chairman of the Provincial People's Committee emphasized: The first Congress of the Gia Lai Provincial People's Committee Party Committee is of utmost importance. This is an opportunity to seriously review and evaluate the leadership and direction of the Party Committee in the past time; at the same time, propose directions, tasks, and practical solutions for the new term with higher and more comprehensive requirements. The Congress will focus on discussing and resolving core contents such as: comprehensively evaluating the results of leadership in implementing political tasks, Party and government building work in the past time; analyzing and frankly recognizing the limitations, shortcomings and causes; drawing profound lessons to promptly overcome in the coming time.

The Secretary of the Party Committee and Chairman of the Provincial People's Committee requested the delegates attending the Congress to promote a high sense of responsibility; uphold the fighting spirit and the spirit of innovation; promote collective intelligence; focus on frank discussions, contribute many profound and practical opinions to perfect the documents and resolutions of the Congress, creating a foundation for the strong development of the Provincial Party Committee in the coming term.

Inheriting and continuing to carry out the task of leading and directing socio-economic development for the 2020-2025 term, especially in 2025, the Standing Committee of the Provincial Party Committee has reviewed the economic growth scenario, determined to achieve a GRDP growth rate of 7.3% - 7.6% for the whole year of 2025; striving to achieve 8% or more under favorable conditions, contributing to the whole country's efforts to achieve a growth rate of 8.3% - 8.5%, creating momentum for double-digit growth in the 2026-2030 period.
Party building work has been given attention and focus. The Party Committee has promptly issued the Working Regulations of the Party Committee's Inspection Committee; decided to establish and stipulate the functions and tasks of specialized agencies to advise and assist the Party Committee. The Party Committee Standing Committee has issued the Working Program of the Executive Committee and the Party Committee Standing Committee in 2025; assigned tasks to members of the Party Committee Executive Committee; appointed leaders of specialized agencies to advise and assist the Party Committee. In addition, the Party Committee has decided to establish Party cells and subordinate Party committees; appointed the Executive Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman and Deputy Chairman of the Inspection Committee of Party cells and subordinate Party committees.
Delegates attending the Congress
In the 2025-2030 term, the Congress set the following goals: average GRDP growth rate of 10-10.5%/year; average GRDP per capita of 6,300-6,500 USD; urbanization rate of over 45%. By 2030, the whole province will have 94 communes meeting new rural standards, of which at least 34 communes will meet advanced standards; welcome about 18.5 million tourists, including 1.1 million international visitors; strive to reduce the poverty rate to lower than the national average.
The Party Committee also identified five development pillars including: processing and manufacturing industry and renewable energy industry - green industry; high-tech agriculture and sustainable forestry; port services - logistics; tourism becoming a key economic sector; rapid and sustainable urban development.
To achieve the above goal, the Party Committee identified four breakthroughs, including: concretizing and creatively applying the Politburo's resolutions; developing high-quality human resources; making breakthrough investments in infrastructure; and reforming administrative procedures.
Provincial Party Secretary Ho Quoc Dung gave a directive speech
Speaking at the Congress, comrade Ho Quoc Dung - Secretary of the Provincial Party Committee, on behalf of the Provincial Party Committee Standing Committee, commended, acknowledged and congratulated the outstanding achievements that the Provincial Party Committee and People's Committee have achieved in the past time.
The Provincial Party Secretary assessed: Entering the new term, in addition to opportunities and advantages, the Provincial Party Committee and People's Committee also have to face many difficulties and challenges. The world political and economic context continues to evolve rapidly, complicatedly, and unpredictably. After the merger, the large area, diverse terrain, many ethnic groups, and uneven educational levels... pose great challenges for management work. The demand for infrastructure investment, human resource development, and breakthrough areas is very high, while the locality's ability to balance resources is still limited. In addition, the pressure to complete the goal of fast - green - sustainable growth, double-digit growth associated with digital transformation and growth model transformation is very large. Difficulties in organizing and implementing 2-level local government have not been completely overcome, especially the shortage of specialized staff in some important positions in many communes and wards.
To successfully complete the Resolution, Secretary of the Provincial Party Committee Ho Quoc Dung requested the Provincial Party Committee to uphold the spirit of responsibility, solidarity, innovation, breakthrough in thinking, and determination in action to overcome difficulties and challenges. He requested the Provincial Party Committee to focus on implementing 06 key tasks:
Firstly, urgently stabilize the organization, build solidarity and unity in the entire Party; continue to direct the completion of the administrative apparatus towards streamlining, strengthening, and operating effectively and efficiently. Review, arrange, and clearly define the functions, tasks, authority, and responsibilities of the heads of each agency and unit. Immediately issue regulations and procedures for coordination between local governments at two levels; concretize and promote decentralization and delegation of authority associated with the mechanism of independent inspection, supervision, and evaluation based on output results. Clearly identify key tasks for each month, quarter, and year, associated with responsible persons and completion deadlines.

Second, innovate the leadership methods of Party committees in association with professional tasks; improve the quality of Party cell activities; implement the annual commitment of responsibility of leaders; tighten administrative discipline and order; resolutely overcome the situation of evasion, shirking, delay, "hot above - cold below". Promote the exemplary role of key cadres; accelerate the implementation of Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW of the 12th Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" in association with strictly implementing resolutions, conclusions and regulations on Party building and rectification; consider the results of work settlement and the satisfaction of people and enterprises as a measure to evaluate cadres.
Third, promote comprehensive administrative reform, focusing on administrative procedure reform; expand online public services and "one-stop shop, one-stop shop" in essence; standardize and digitize the process of handling records; ensure that 100% of documents exchanged between administrative agencies are processed in the electronic environment; form and connect shared databases; improve digital skills for cadres, civil servants and public employees; ensure information safety and security; increase digital interaction with people and businesses to promptly remove obstacles right at the grassroots level.
Fourth, strengthen inspection and supervision work according to specialized programs and plans; promptly inspect when there are signs of violations; strictly handle, "no forbidden areas, no exceptions"; be open and transparent in management and operation; promote the role of the Inspection Committee and internal affairs agencies; protect those who bravely fight against corruption, waste and negativity; proactively prevent, focusing on construction; promptly detect and correct violations, not allowing them to prolong and spread into major violations.
Fifth, focus on reviewing and supplementing planning; promote rotation and arrangement of staff suitable for job positions; train and foster according to position needs, prioritizing digital skills and public administration skills; perfect the mechanism for evaluating staff based on work products, especially evaluating the level of task completion based on efficiency and output; encourage innovation and creativity; promptly replace and rearrange staff with weak capacity and limited prestige; at the same time, pay attention to material and spiritual life, creating an honest, professional and effective working environment.
300 outstanding party members representing 10,813 party members of 74 branches and party committees under the Provincial People's Committee Party Committee attended the Congress.
Sixth, improve the quality of strategic advice to the Provincial Party Committee and the Provincial Party Standing Committee on socio-economic development, national defense, security and international integration; correctly identify "bottlenecks" and "knots" to have breakthrough solutions to remove them; focus on disbursing public investment, attracting non-budgetary investment, promoting public-private partnerships; develop synchronous infrastructure, regional connectivity; transform the growth model associated with green economy, circular economy, digital economy; develop high-tech agriculture, processing industry, renewable energy, tourism; ensure social security, improve people's lives, especially in ethnic minority areas, remote and isolated areas. All programs and plans must have clear goals, solutions, resources, roadmaps, responsibilities, results and be easy to evaluate, inspect and monitor.
The Provincial Party Secretary requested that immediately after the Congress, the Party Committee of the Provincial People's Committee of the new tenure urgently organize to thoroughly disseminate and propagate the Resolution to all cadres, party members and people; develop a specific action program and implementation plan according to each goal and task; clearly identify the timeline and resources; assign responsibilities "clearly to people, clear to work, clear to progress, clear to products, clear to effectiveness"; establish a mechanism for regular monitoring, inspection and urging; promptly remove difficulties and obstacles; ensure that the Resolution soon comes into life, creating clear changes right from the first months and quarters of the term.
Secretary of the Provincial Party Committee Ho Quoc Dung expressed his belief that with the tradition of solidarity, aspiration for development, spirit of innovation and determination to act, the Provincial Party Committee and People's Committee will promote its core and pioneering role in reforming and modernizing the administrative system; compete to successfully implement the motto "Solidarity - Democracy - Discipline - Innovation - Development"; strive to successfully complete the goals and tasks of the Resolution of the Congress for the 2025 - 2030 term, contributing to building Gia Lai province to develop rapidly, greenly and sustainably, becoming a fairly developed province in the country.

The Congress announced the decisions of the Provincial Party Standing Committee on the appointment of the Party Executive Committee, the Standing Committee, the Secretary, the Deputy Secretaries of the Party Committee; the Inspection Committee and the positions of Chairman and Deputy Chairman of the Inspection Committee of the Provincial People's Committee Party Committee, term 2025 - 2030.
Accordingly, the Party Executive Committee of the Provincial People's Committee consists of 34 members; the Party Standing Committee consists of 11 members.
