Co-chairing the meeting was Secretary of the City Party Committee, Head of the National Assembly Delegation of Da Nang City Nguyen Van Quang. Also attending were Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Luong Nguyen Minh Triet; Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Duc Dung and representatives of relevant departments, agencies and sectors. On the side of the Ministry of Science and Technology, there was also Deputy Minister Pham Duc Long.

At the meeting, Secretary of the Da Nang City Party Committee Nguyen Van Quang said that before Resolution 57-NQ/TW dated December 22, 2024 of the Politburo was issued, the city had identified science and technology, startups and innovation as the key foundation for sustainable development. This orientation has been concretized through many policies and strategies, most recently Conclusion No. 79-KL/TW dated May 13, 2024 of the Politburo on continuing to implement Resolution No. 43-NQ/TW dated January 24, 2019 on building and developing Da Nang city to 2030, with a vision to 2045.
Overview of the working session
According to the Secretary of the City Party Committee, Da Nang has achieved some important initial results: Building institutions as a foundation for the development of science and technology and innovation; developing modern information technology infrastructure, creating favorable conditions for digital transformation and digital economy; attracting high-quality human resources, especially in the fields of information technology and semiconductors - strategic fields in the new era.
Da Nang has developed and synchronously implemented 8 strategic action programs, including digital infrastructure development programs, ecosystem development programs, startups, innovation; digital government development programs, smart cities, digital technology industry and ensuring cybersecurity. The city also requested the Ministry of Science and Technology to support the development of an overall architectural framework for smart cities and the development of a carbon credit trading floor, promoting a green and sustainable economy.
According to Minister Nguyen Manh Hung, Da Nang should apply the spirit of "Contract 10" in Resolution 57.
It is about management by objectives, autonomy, risk taking and evaluation based on overall performance.
Sharing at the meeting, Minister Nguyen Manh Hung said that if agriculture helps Vietnam escape poverty, and manufacturing and assembly help it become a middle-income country, then only science and technology, innovation and digital transformation can help Vietnam escape the middle-income trap and become a developed country.
The Minister acknowledged the pioneering and drastic spirit of Da Nang city in implementing major orientations on science, technology and digital transformation, and emphasized that Da Nang's investment in science, technology, innovation and digital transformation should aim for export, which will be the city's key export industry.
Da Nang should apply the spirit of "Contract 10" in Resolution 57, which is management by objectives, autonomy, risk acceptance and evaluation by overall efficiency. Scientists will benefit legitimately from the results, become rich legitimately, thereby liberating creativity, just as Contract 10 previously liberated the labor of farmers.
The Ministry of Science and Technology committed to accompany and directly send central officials to work in Da Nang, creating conditions for the city to successfully implement Resolution 57 and consider this a pilot model to be replicated nationwide.
According to the head of the science and technology sector, science and technology development must aim for final and measurable results, thereby enhancing competitiveness, contributing to economic growth and improving people's quality of life, ensuring national defense and security./.
