Accordingly, the stimulus package will cost from 1.7-1.9 million VND/person for a 3-day, 2-night tour, applicable from August 25 to December 31, 2025, for groups of 20 or more. The stimulus package includes: round-trip high-speed train tickets, 5 main meals, 2-3 star standard hotel accommodation or high-end homestay, sightseeing electric car.
Along with that, Co To special zone also organizes a series of attractive events, sports , and entertainment, such as: "Autumn Moon on the Border" program; launching a communication campaign, promoting the image of nature, culture, and people of Co To on social networks to attract visitors in the fall; launching a mural painting campaign to create tourist highlights, thereby contributing to creating a vibrant atmosphere, attracting a large number of visitors.

In particular, for the first time, Co To launched a communication campaign called “Whispering Autumn - Co To is waiting for you to tell stories”, evoking the gentle emotions of autumn on the island and inviting visitors to experience it themselves and record their own stories. Within the framework of the campaign, a series of famous KOLs, Influencers and travel bloggers were invited to Co To to explore, film videos , write articles and spread images of autumn here on social networking platforms.
Chairman of the People's Committee of Co To Special Zone Nguyen Danh Ha said that from now until the end of the year, the Co To Tourism Association needs to strengthen its management work; proactively coordinate with agencies and units to organize events to promote and introduce tourism in localities across the country.
Improve product quality and diversify tourism services, focus on developing more high-end entertainment tourism services, develop high-quality tourism products, attract strategic investors to develop Co To tourism commensurate with its potential, gradually turn Co To into an attractive, professional, and unique destination, ready to welcome domestic and international tourists.

The series of events was closely coordinated by the People's Committee of Co To Special Zone with travel agencies, service businesses and the community, creating a campaign that is both large-scale and intimate. Communication activities were deployed on multiple channels - from newspapers, television, social networks to direct interactive programs, to bring the image of Co To in autumn closer to domestic and foreign tourists.
According to statistics from the Department of Culture and Society of the special zone, the number of tourists to the special zone from December 15, 2024 to August 19, 2025 reached 335,935, of which international visitors reached 2,180 and revenue was estimated at VND 1,074 billion 992 million.
