On August 4, the Ministry of Agriculture and Environment issued Decision No. 3015/QD-BNNMT promulgating the Food Safety Control Process for exported fresh durian.

Standardizing food safety control procedures for exported fresh durian

Systematization process of requirements on: Controlling food safety for fresh durian fruit throughout the entire production process from cultivation, harvesting, transportation, preservation, packaging, and export; registration, appraisal, and certification of food safety for fresh durian fruit shipments used as exported food.

Cultivation establishments must meet the requirements on food safety conditions prescribed in Clause 1, Article 23 of the Law on Food Safety; meet the requirements on traceability and recall and handling of unsafe products as prescribed in Circular No. 17/2021/TT-BNNPTNT of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) on traceability, recall and handling of unsafe foods under the management of the Ministry.

This procedure is designed to systematize and clearly regulate the requirements for food safety control throughout the entire fresh durian production chain, from cultivation, harvesting, transportation, storage, to packaging and export. This means that every stage of the production process must comply with strict food safety standards. The subjects of application include organizations and individuals involved in the durian production and export chain, including commercial traders and state management agencies related to food safety.

The process clearly stipulates the food safety requirements that growing facilities and growing areas must meet. This includes obtaining food safety certification and implementing product traceability. Packing facilities must also ensure that durian storage and transportation are carried out in accordance with regulations, to ensure product quality throughout the transportation process to consumers.

Fresh durian for export is produced and harvested from cultivation facilities and growing areas that are inspected, supervised, and coded and listed by the competent authority of the importing country in case of a request to establish a list; is preserved and transported in accordance with the above requirements; is classified, packaged, and labeled at a packaging facility that meets the requirements and is listed by the competent authority of the importing country in case of a request to establish a list.

Products must be labeled in compliance with regulations; meet heavy metal residue standards specified in QCVN 8-2:2011/BYT on heavy metal contamination limits in food; pesticide residue standards specified in Circular No. 50/2016/TT-BYT of the Ministry of Health on maximum pesticide residue limits in food and related regulations on the list of standards and food safety limits for durian products of the corresponding import market.

One of the highlights of the process is the clear definition of the responsibilities of competent authorities in inspecting and certifying food safety for export shipments. The competent authorities will conduct inspections as required by the import market and issue state certification of food safety for exported shipments of plant origin.

The food safety control process for exported fresh durian also clearly states the responsibilities and authorities in the production chain of growing facilities, growing areas; packaging facilities; commercial traders; units of the Ministry of Agriculture and Environment such as: Department of Quality, Processing and Market Development, Department of Cultivation and Plant Protection; Department of Agriculture and Environment of provinces and centrally run cities, Department of Food Safety of Ho Chi Minh City; Competent authorities in managing food safety conditions.

The decision also includes an appendix with a list of regulations, requirements, and standards on food safety assurance of a number of import markets. These regulations include specific requirements from major markets such as China and the EU, making it easy for production facilities to grasp and implement. In addition, the procedure also provides detailed instructions on sampling for fresh durian shipments registered for export, ensuring that every shipment is quality tested before export./.
