Defendant Nguyen Duy Hung and accomplices in the case.
These defendants were tried for the crimes of "Violating bidding regulations causing serious consequences", "Abusing position and power while performing official duties", and "Abusing position and power to influence others for personal gain".
The trial panel in the case consists of 5 people, 2 judges, 3 people's jurors, chaired by Judge Vu Quang Huy, Deputy Chief Justice of the Criminal Court, Hanoi People's Court.
On the Procuracy side, there were 5 prosecutors from the Hanoi People's Procuracy and the Supreme People's Procuracy seconded to the Hanoi People's Procuracy and assigned to practice the right to prosecute at the trial.
Up to now, there are about 45 lawyers registered to defend the defendants at the trial.
The Trial Panel summoned 5 civil plaintiffs, including: The Management Board of Traffic Construction Investment Projects (Project Management Board) of 3 provinces and cities: old Tuyen Quang, old Quang Ninh, Hanoi city; The Management Board of Traffic and Agricultural Construction Investment Projects of Bac Giang province (old Bac Giang Project Management Board); Vietnam Road Administration (Ministry of Construction).
Representatives of Thuan An Group, companies participating in the joint venture of contractors, individuals and organizations related to the remediation of consequences were also summoned by the Court as persons with related rights and obligations.
According to the indictment, during the process of participating in bidding, winning bids and constructing bid packages of the Project in the former provinces of Bac Giang, former Tuyen Quang, Quang Ninh, Hanoi City and at the Ministry of Transport (formerly), including Bid Package No. 7 of Dong Viet Bridge Project; Bid Package No. 26, Phase 1 of Tuyen Quang - Phu Tho Expressway Project; Bid Package No. 13 of Ha Long - Dong Trieu River Road Project; Package 02 of Vinh Tuy Bridge Project, Phase 2 and Packages XD01, XD02 of National Highway 14E Project of the Ministry of Transport, Nguyen Duy Hung, Chairman of the Board of Directors of Thuan An Group took advantage of his close relationship with a number of individuals who are senior leaders in state agencies, including Pham Thai Ha, former Deputy Head of the Office of the National Assembly, former Assistant to the former Chairman of the National Assembly, to introduce, intervene, and influence provincial leaders and the Ministry of Transport (formerly) to create conditions for Thuan An Group to participate in bidding, win the bid, and construct.
Nguyen Duy Hung directly met and asked the leaders of the Provincial Party Committee, Provincial People's Committees and leaders of units under the Ministry of Transport (formerly) to direct their subordinates to create conditions for Thuan An Group to participate in bidding and project construction.
Next, Hung directed the Group's employees to coordinate with companies found and invited by the Group or companies introduced and appointed by the Project Management Boards to create a consortium, then colluded with individuals who were leaders of the Provincial Project Management Boards, Project Management Board 4 under the Ministry of Transport (former) and consulting units to coordinate and participate right from the survey stage, preparing design, technical and cost estimates.
Hung directed the Group's staff to invite these units to participate in giving comments on the preparation of the Bidding Documents; provide and receive documents and data of the Bidding Documents before issuing them; send the Bidding Documents for pre-evaluation; agree to pay a percentage of the "mechanism" money to individuals responsible for directing and implementing the bidding packages and projects so that these individuals can direct their subordinates and coordinate and jointly commit acts violating the provisions of the Bidding Law at the request of Thuan An Group, creating conditions for the Group and the consortium of contractors to win the bids and construct the bidding packages at the above-mentioned projects, and gain illegal benefits.
The Procuracy determined that the violations of Nguyen Duy Hung and his accomplices and related subjects in the case caused damage to state assets totaling more than 120 billion VND.

The five defendants belong to Thuan An Group, including: Nguyen Duy Hung, Chairman of the Board of Directors; Tran Anh Quang, General Director; Nguyen Khac Man, Deputy General Director; Nguyen Ngoc Hoa, Vice Chairman of the Board of Directors; Hoang Thi Le Hanh, Head of Technical Planning Department.
The five defendants belonged to the former Bac Giang Project Management Board, including: Nguyen Van Thao, former Director; Dam Van Cuong, former Deputy Director; Hoang The Du, former Head of Traffic Construction Project Management and Supervision Department 2; Nguyen Van Toan, Head of Technical - General Department; Nguyen Duc Tuan, officer of Traffic Construction Project Management and Supervision Department 2.
The three defendants belonged to the former Tuyen Quang Project Management Board, including: Tran Viet Cuong, former Director; Luu Xuan Hieu, Deputy Head of Foreign Project Management Department, former Deputy Head of Project Management Department 2; Pham Quang Giang, Officer of the Finance - Accounting Department).
Six defendants from Hanoi Project Management Board:
Pham Hoang Tuan, former Director; Nguyen Chi Cuong, former Director; Pham Van Duan, former Deputy Director; Do Dinh Phan, former Deputy Director; Trinh Van Thanh, former Deputy Head of Project Implementation Management Department 2, formerly Supervision Department 2; Le Van Mang, former officer of Project Implementation Management Department 2, formerly Supervision Department 2.
Four defendants from the Vietnam Road Administration:
Nguyen Quang Huy, former Director of Project Management Board 4; Vu Hai Tung, former Head of the Road Construction Management Sub-Department; Vo Ta Thanh, Deputy Head of Project Department 3, Project Management Board 4; Vuong Dinh Kieu, officer of Project Management Board 6, Ministry of Construction; Former Head of Economic - Planning Department, Project Management Board 4.
The two defendants from the Quang Ninh Project Management Board include: Pham Thanh Binh, former Director; Cao Ngoc Phuc, former Deputy Head in charge of the Group A Project Management Board.
The other two defendants include: Nguyen Van Lam, Director of Traffic Engineering and Architecture Consulting Joint Stock Company (A-ETC); Bui Thanh Tuan, former Deputy Director of CFTD Sang Tao Joint Stock Company - now Director of PHD Investment and Trading Consulting Joint Stock Company.
Defendant Le O Pich, former Director of the Department of Agriculture and Rural Development, former Vice Chairman of the People's Committee of Bac Giang province, was prosecuted for the crime of "Abusing position and power while performing official duties".
Defendant Pham Thai Ha, former Deputy Head of the National Assembly Office and former Assistant to the former Chairman of the National Assembly, was prosecuted for the crime of "Taking advantage of position and power to influence others for personal gain."
