Strengthening coordination in handling complaints and denunciations
In the first 6 months of 2025, administrative agencies in the province received 2,334 complaints, recommendations, and reflections (KNPA), an increase of 676 compared to the same period in 2024. In August 2025 alone, the whole province received 727 turns/787 citizens/687 cases. Through classification, state administrative agencies at all levels and sectors in the province have processed the number of complaints under their jurisdiction in accordance with regulations.
Deputy Chief Inspector of the province Nguyen Van Uoc said: State management in the field of TCD, handling of petitions and complaints has been continuously improved, most clearly demonstrated by the fact that as soon as there were many petitions, the Provincial Party Committee and Provincial People's Committee immediately sent working groups to the grassroots to organize dialogues with citizens, inspect and urge the settlement and verification of petitions and complaints.
The Provincial People's Committee strengthens the direction of departments, branches and sectors to review and perfect mechanisms, policies and regulations in the fields of land management, finance, basic construction investment, and implementation of social policies within the locality; directs the consolidation and completion of the organization and apparatus for the work of TCD, handling complaints and denunciations, and strengthening coordination between levels and sectors in resolving crowded and complicated cases.

As the key unit, the Provincial Inspectorate has strictly implemented the direction of the Government Inspectorate , the Provincial Party Secretary, the Provincial People's Committee and the Provincial People's Committee Chairman in the entire sector. At the same time, it has guided district-level inspectors and inspectors of departments and branches to actively inspect the responsibility of heads in complying with the law on complaints and denunciations.
Thanks to that, the awareness of responsibility of party organizations, authorities, unions, cadres and party members in handling complaints and denunciations has been increasingly raised; the work of supervising, checking and inspecting the handling of complaints and denunciations, and concluding the handling of complaints and denunciations in the province has become more and more practical.
Since then, the provincial inspectorate and administrative agencies at all levels, sectors and localities have promptly removed difficulties and obstacles in the work of handling complaints and denunciations and have completely resolved outstanding, complicated and prolonged cases; contributing to maintaining political stability, social order and safety, creating a favorable environment for socio-economic development.
Proactively handle the problem right from the grassroots level
Despite achieving important results, it is forecasted that the situation of land acquisition in the province will continue to be complicated. In particular, the large number of land acquisitions in the fields of land, compensation, and site clearance support (GPMB) in localities implementing projects on industry, transportation, tourism, and land fund development, etc., still poses many unpredictable risks.
To continue to effectively carry out the work of TCD, handling petitions and resolving complaints, the Provincial People's Committee directs departments, branches, units and localities to proactively organize synchronous and drastic implementation of solutions to promptly handle and thoroughly resolve cases.

Deputy Chief Inspector of the province Nguyen Hoai Nam said: The Provincial People's Committee directed departments, branches, sectors, units and localities to continue to strictly implement the directions and conclusions of the Politburo, General Secretary To Lam, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee and the Provincial People's Committee Party Committee on continuing to strengthen the Party's leadership in the work of denunciation and handling of complaints and denunciations. Focus on thoroughly resolving complicated, prolonged and cross-level complaints and denunciations; promote the responsibility of Party leaders in denunciation, direct dialogue with the people and handling people's complaints and denunciations; strengthen the Party's leadership in protecting those who discover, denounce and fight against corruption, waste and negativity.
Enhance the responsibility of leaders in the work of public service, handling complaints and denunciations; effectively coordinate between departments, branches, local authorities and organizations in the work of public service, handling petitions according to the provisions of law; respect and consider citizens' questions, requests and recommendations, enhance the responsibility of service, put the legitimate interests of the people first; focus on public service, dialogue with the people, gradually rectify and improve the effectiveness of public service.
In particular, in localities when implementing investment projects that require land acquisition, it is necessary to increase publicity and transparency of policies, planning, projects, information related to land, compensation, and site clearance so that people can clearly understand and avoid misunderstandings; and properly resolve policies and regimes for people with meritorious services.
Chairman of the Provincial People's Committee Tran Phong directed: Directors of departments, heads of sectors, branches, chairmen of People's Committees of communes, wards and special zones to thoroughly resolve complaints and recommendations at the grassroots level, with clear results; ensure that the reception and processing of complaints and recommendations are carried out promptly, in accordance with regulations, with complete records and documents; absolutely do not allow the situation of pushing, transferring complaints, responding to complaints in circles or handling complaints past the deadline and be responsible to the Chairman of the Provincial People's Committee when this situation occurs.
Concentrate resources and coordinate synchronously to promptly review and handle newly arising cases at the grassroots level and thoroughly resolve outstanding, pending, and prolonged complaints and denunciations. At the same time, strengthen inspection and examination of the work of TCD and the handling and resolution of petitions, draw out causes, lessons learned, and appropriate solutions to improve the quality of handling citizens' complaints and denunciations; rectify and strictly handle violations by officials and civil servants in the performance of assigned duties and tasks.
On the other hand, promptly detect, combat and prevent subjects with acts of inciting and enticing citizens to gather in large numbers; establish groups to raise complaints and denunciations beyond their level; strictly handle acts of abusing the right to complain and denunciation to cause public disorder. Strictly implement the conclusions of inspections and audits; publicly and fully disclose the contents of decisions and conclusions on complaints and denunciations, as well as inspection and audit conclusions that have come into legal effect.
