Ensuring safety of hydraulic works during storm season

Faced with the situation that many water projects such as dykes, embankments, reservoirs, boat mooring areas... are still under construction, the Department of Agriculture and Environment requests investors, project management boards and related units and localities to proactively respond to all types of natural disasters and ensure safety for projects during the rainy and stormy season.

Protect vulnerable sections

According to the reporter's records, at the weak sections of the Cu De river bank from the upstream of Truong Dinh bridge to Hoa Bac area, the construction of anti-erosion embankments has basically been completed.

The sections that have been handed over by the people along the banks of Yen and Tuy Loan rivers... are being embanked. Some key locations that have not been embanked have been reinforced with boulders by the construction unit to prevent floods and riverbank erosion during the rainy and stormy season.

Deputy Director of the Management Board of Investment and Construction Projects for Transport and Agricultural Works in Da Nang, Tran Duy Anh, said that the projects under construction are part of the project of embankment to prevent erosion upstream of Truong Dinh Bridge, Cu De River and the project of emergency embankment to prevent erosion at key locations of rivers in Da Nang city.

Accordingly, the Project Management Board is directing contractors to take advantage of favorable weather conditions to focus on equipment, machinery, human resources, and materials to work overtime to complete construction in September 2025 for locations where the site is available. Each project has a specific flood prevention and control plan. Contractors arrange personnel to regularly monitor the weather and prepare vehicles, equipment, and materials to handle vulnerable points when required.

For vulnerable riverbank sections at high risk of erosion, the project management board coordinates with local authorities to mobilize people to create conditions for the completion of the embankment foot outside the river to minimize the impact of flood discharge on the river.

Regarding the project to prevent erosion and sustainably protect the Hoi An coast, Deputy Director of the Department of Agriculture and Environment Truong Xuan Ty said that the department continues to request the Quang Nam Construction Investment Project Management Board to direct contractors to mobilize human resources, materials, and equipment to urgently complete the underground dike sections that are under construction. Thereby, it aims to limit damage when there is a tropical depression or storm that affects the quality and causes damage to the project.

At the same time, determine appropriate technical stopping points according to approved technical instructions, ensuring absolute safety for the project, people and workers during construction and during the rainy and stormy season. In addition, coordinate with local authorities to develop a plan to respond to natural disasters and establish a command committee for natural disaster prevention and control at the project to promptly respond to bad situations caused by natural disasters.

Proactive response plan

The Department of Agriculture and Environment has requested investors to strengthen the monitoring of unfinished dike and embankment projects under the project of embankment to protect residential areas and public infrastructure works along Tranh River (Nam Tra My); Truong River embankment (section through Phuoc Hiep commune); embankment lines on the left and right banks of A Vuong River, section through the administrative center of Tay Giang commune under the QNa-04 Sub-project (CRIEM project); Ben Van River embankment and Tam Hai embankment under the Chu Lai - Nui Thanh Urban Environment Improvement Project; Upgrading and expanding the An Hoa fishing boat storm shelter area in combination with Tam Quang fishing port project...

At the same time, identify the above-mentioned works as key and vulnerable dikes and embankments, so there needs to be specific protection plans and timely response to situations. At the same time, assign technical staff to coordinate with contractors to closely monitor the developments of storms, floods, regularly inspect and observe, not be passive when situations occur, ensuring safety for the works.

For reservoirs such as Khe, Suoi Tho, Cha Mai, Loc Dai, Chau Son, Ho Cai, Nuoc Zut (CRIEM project) and the remaining reservoirs of the WB8 project that have not been completed, the Department of Agriculture and Environment requests investors to strengthen monitoring, coordinate with localities and related units to prepare response plans, ensure safety of reservoirs and downstream areas; direct and work with contractors to arrange permanent forces, regularly inspect and monitor the safety of the works, and be ready to handle possible situations.

To proactively respond to unusual weather developments, the Department of Agriculture and Environment issued Official Dispatch No. 2158 dated August 28, 2025 requesting investors, project management boards, relevant units and localities to proactively respond to natural disasters and ensure safety for construction works under construction during the rainy and stormy season.

Accordingly, urge contractors to focus resources to speed up construction progress, ensure completion of flood-crossing and flood-proofing construction progress; urgently complete each item and key points; absolutely do not construct main construction items during floods...

For unfinished construction projects that cannot be completed before the rainy season, calculations will be made to determine appropriate technical stopping points and necessary measures will be taken to cover and reinforce the project to ensure its safety. At the same time, no new projects will be implemented if the 2025 flood relief schedule cannot be guaranteed, especially for reservoir projects.
