On the morning of June 14, President Luong Cuong, Chairman of the National Defense and Security Council, Commander-in-Chief of the Armed Forces, presented the decision to promote the rank of Senior Lieutenant General to three Deputy Ministers of Public Security . They are Mr. Le Tan Toi, Chairman of the National Assembly's Committee on Defense, Security and Foreign Affairs; Mr. Le Van Tuyen and Mr. Nguyen Van Long.

On behalf of the Party and State leaders,President Luong Cuong congratulated and affirmed that this is an honor and pride for the Party Committee, the leadership of the Ministry of Public Security and all officers and soldiers of the People's Public Security force.
The President stated that the police generals promoted to the rank of Senior Lieutenant General this time are all excellent cadres of the Party, State and the Public Security sector; all have received basic, systematic training, grown from units and bases, and have been trained and tested through many positions, fields and working environments; have always shown themselves to be cadres with strong political will; good moral qualities; exemplary and responsible; and always complete their tasks well and excellently.
Faced with the requirements and tasks in the new situation, the President requested that the newly promoted cadres continue to uphold and promote the glorious tradition of the heroic People's Public Security force, preserve revolutionary ethics; continue to study, cultivate and practice according to the 6 teachings of beloved Uncle Ho and the 6 contents of Uncle Ho's teachings on the ethics of being a general: "A general must be Intelligent - Brave - Humane - Trustworthy - Honest - Loyal"...
The President hopes that the cadres will continue to work with the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security to focus on leading, directing, and organizing the building of a revolutionary People's Public Security force that is truly clean, strong, disciplined, elite, and modern; always excellently fulfilling its tasks in the new era - the era of rising up, developing richly and prosperously of the Vietnamese nation.
On behalf of the three promoted officers, in his acceptance speech, Senior Lieutenant General Le Tan Toi expressed his deep gratitude to the Party and State leaders for their constant attention; as well as to the ministries, branches, central agencies, officers and soldiers of the People's Public Security and People's Army for their constant attention, support and facilitation in carrying out their duties over the past time.
Understanding, thoroughly grasping and seriously implementing the contents of the President's instructions, directions and assigned tasks, Senior Lieutenant General Le Tan Toi affirmed that these are the major orientations of the Party and State for the tasks of National Defense, Security and Foreign Affairs in the new situation that cadres promoted to higher ranks must grasp and implement.
Senior Lieutenant General Le Tan Toi promised to always be absolutely loyal to the Fatherland, the People, the Party and the State; always put the interests of the nation, the people and the people above all; firmly adhere to the goals and ideals of the Party; engrave in mind and strictly implement President Ho Chi Minh's teachings on the ethics of a general; strictly implement the People's Public Security regulations; make great efforts and determination to excellently complete the tasks entrusted to him by the Party, the State, the National Assembly, the Ministry of Public Security and the people.
