5 questions from the Prime Minister to businessmen

On the afternoon of September 16, Prime Minister Pham Minh Chinh spoke at the High-level Dialogue Session of the Vietnam Private Economic Forum 2025 (VSPF 2025) with the theme 'Unleashing Potential - Creating Vietnam's Future'.

Moved by the great projects that Vietnamese people designed and built at lightning speed

The Prime Minister said that, looking back over the past 80 years, perhaps no country in the 20th century has experienced as much hardship, sacrifice and loss as ours. However, today we have independence, freedom and happiness, and being able to sit here to discuss the development of the private economy and enjoy the fruits of our efforts is extremely precious and a source of pride.

"That is the identity and intelligence of the Vietnamese people. Through the National Concerts and the 80-year Achievement Exhibition, we have shown that we are very creative. A typical example is the steel structure project at the Dai Dung Company exhibition. I was very moved when the Vietnamese people designed and constructed it at a lightning speed. A project that was expected to take 2 years was fast, and 1.5 years was even faster, but it was completed in 10 months, very fast. That is how the Vietnamese people are," the Prime Minister confided.

Right in the hall with thousands of delegates attending, the Prime Minister suddenly raised five big questions:

Are we proud and confident in the Communist Party of Vietnam? Are we proud of our people and nation? Do we believe in the bright future of our nation?

Do we believe in the pioneering role of young people? Do we believe in the breakthrough development of the private economy in the future?

After each question of the Prime Minister, there was a chorus of affirmative responses.

The Prime Minister assessed that the dialogue has taken place over the past 3 months, attracting more than 3,000 opinions, demonstrating a high sense of responsibility towards the country and people. The Prime Minister hopes that private enterprises will strictly comply with the policies and guidelines of the Party and State, demonstrate business ethics, social responsibility, and persevere and steadfastly pursue the path of national independence and socialism.

Create motivation and inspiration in solidarity; demonstrate the strength of entrepreneurs, the strength of the nation, contribute to promoting and inspiring the creation of the nation and the strength of the country. Combine national strength and the strength of the times, domestic and foreign strength; the strength of the State with the people and enterprises. Continue to innovate thinking and act decisively for the interests of the nation, the people and oneself to look far and wide, think deeply to do great things, develop quickly and sustainably.

Entrepreneurs need to rely on each other to grow.

Regarding specific tasks, the head of the Government requested the implementation of the resolutions of the 13th Party Congress and the resolutions issued by the Politburo. Adapting promptly, flexibly and effectively to diversify markets, supply chains and products, and increase the added value of Vietnamese goods.

According to him, we cannot do it alone and no country can do it alone, but need to rely on each other to develop. From there, we contribute to renewing traditional growth drivers such as export, consumption, investment, promoting new growth drivers such as green growth, circular economy, knowledge economy, green economy, creative economy.

Pioneer in innovation, digital transformation, application of science and technology 4.0. Contribute to building an independent and self-reliant economy, actively integrating deeply and effectively, aiming to mobilize all the strength of the people.

The Prime Minister summarized 20 words for businesses and entrepreneurs in the forum, which are: Pride - Patriotism - Intelligence - Humanity - Ethics - Development - Breakthrough.

In the more difficult the situation, the more effort is needed. The Prime Minister encouraged us to always be calm and clear-headed, not panic, fear, subjectivity, or negligence. Concerns were raised such as institutional bottlenecks, infrastructure, capital, human resources, cumbersome administrative procedures, unclear decentralization, lack of responsibility of public servants, etc.

He affirmed that the Party and the State understand this very well, share and accompany, not letting businesses "manage" alone. That is also the concern and worry of the Party and the State, so they will focus on building open institutions, smooth infrastructure and smart governance.

In particular, with the determination to fundamentally remove institutional bottlenecks this year, the next National Assembly session will be very difficult with more than 40 laws, minimizing costs, and decentralizing power.

At the same time, infrastructure development focuses on completing 3,000 km of highways from Cao Bang to Ca Mau, coastal roads; high-speed railways; railways connecting China, Central Asia and Europe, airports, seaports, rivers, waterways...

The goal is to create new development space, for businesses and people to enjoy, create added value from land and reduce input costs. Businesses need to participate in this process, the state creates with the spirit of harmonizing benefits, sharing risks...
