Specifically, in Decision No. 1149/QD-TTg, the Prime Minister recognized Hong Linh town, Ha Tinh province, as completing the task of building new rural areas by 2024.
In Decision No. 1150/QD-TTg, the Prime Minister recognized Nghi Xuan district, Ha Tinh province to meet advanced new rural standards in 2024.
In Decision No. 1151/QD-TTg, the Prime Minister recognized Ngoc Lac district, Thanh Hoa province, as meeting new rural standards in 2024.
The Prime Minister assigned the People's Committees of Ha Tinh and Thanh Hoa provinces to be responsible for announcing and rewarding according to regulations; directed the People's Committees of Hong Linh town, Nghi Xuan district, and Ngoc Lac district to continue maintaining and improving the quality of criteria, focusing on criteria on planning, economy and environment to ensure sustainability in new rural construction.
These decisions take effect from the date of signing and promulgation (June 14, 2025).
* In recent times, Hong Linh town has focused on mobilizing resources and encouraging people to actively participate in the task of building new rural areas. The results achieved are that the total social investment capital for building new rural areas and civilized urban areas in recent years has reached over 9,500 billion VND, an increase of 2,800 billion VND compared to the planned target for the entire term; the proportion of investment capital from enterprises and people accounts for over 75%. The private economy has developed quite well, diversified in industries, currently there are 424 non-state enterprises (274 LLCs; 128 joint stock companies; 22 private enterprises); 19 cooperatives, 3,298 individual production and business households.
Up to now, Hong Linh town has 1/1 commune meeting the advanced NTM standards, reaching 100%; 5/5 wards have been recognized as meeting the civilized urban standards. The satisfaction rate of people with the results of NTM construction is 100%; the rural appearance has been renewed, becoming more and more spacious, clean, and beautiful, and the urban appearance has been clearly formed.
* For Nghi Xuan district, after more than 14 years of implementing the National Target Program on New Rural Construction, the district has made comprehensive development and made remarkable progress in many areas. The average income per capita in 2024 will reach 55.97 million VND, an increase of 1.52 times compared to the time when the district was recognized as meeting the New Rural Standards in 2018 (36.88 million VND) and 4.3 times higher than in 2011 (13 million VND). At this point, Nghi Xuan district has maintained 100% of communes meeting the New Rural Standards, of which 8/15 communes have met the advanced New Rural Standards, accounting for 53.3%, 2 communes have met the model New Rural Standards, and 2 towns have met the civilized urban standards. Nghi Xuan maintains and fully meets 9/9 criteria for a new rural district and 9/9 criteria for an advanced new rural district, has no outstanding debts for basic construction, and the rate of people satisfied with the results of building an advanced new rural district is over 99%.
* After more than 14 years of implementing the National Target Program on New Rural Construction, Ngoc Lac district has achieved comprehensive and outstanding results. Up to now, all 20 communes of the district have met the New Rural Standards; 2/20 communes have met the Advanced New Rural Standards; 9/9 criteria of New Rural Districts have been met. The average annual growth rate of production value in the 2021-2024 period reached 5.54%, of which 6.55% in 2024 (ranked 14th in the province and leading the mountainous areas of the province). The scale of production value in the 2021-2024 period reached 37,768 billion VND (ranked 16th in the province and ranked 2nd in the mountainous districts of the province). Social security is ensured, the multidimensional poverty rate in the district is 5.92% (of which the poverty rate is 3.05%). Average income per capita in the whole district reached 56.14 million VND, in rural areas it reached 55.05 million VND (4.69 times higher than in 2011).
