High quality development indicator
In building the new rural areas, developing OCOP products not only reflects the local production level and the ability to participate in the value chain, but also requires innovation in production thinking, improving management capacity and entrepreneurial spirit of the people themselves. It can be said that OCOP is an indicator reflecting a higher level of development of the new rural areas, shifting from the stage of building a material foundation to focusing on added value, brand, sustainability and competitiveness in the market.
Determining that developing OCOP products is a difficult criterion but also a breakthrough to ensure livelihoods and increase income for people, Quang Ninh has issued resolutions, projects, and specific support policies, such as: Decision No. 3398/QD-UBND dated November 16, 2022 of the Provincial People's Committee on approving the OCOP Project of Quang Ninh province for the period up to 2025; Resolution 13-NQ/TU dated April 28, 2023 of the Provincial Party Committee "On developing science and technology and innovation to 2030". The Provincial OCOP Steering Committee has Document No. 336/VPĐPNTM-OCOP dated June 19, 2023 "On instructions for implementing the OCOP cycle of Quang Ninh province for the period up to 2025".
According to the Department of Agriculture and Environment, in the period of 2020-2025, the whole province supported OCOP products according to Resolution No. 194/2019/NQ-HDND dated July 30, 2019 with 3.21 billion VND; support according to Resolution No. 313/2020/NQ-HDND dated December 9, 2020 of the Provincial People's Council is 1.39 billion VND, including support for 49 OCOP products meeting 4-5 star standards with an amount of 950 million VND.
Quang Ninh province effectively implemented 7 groups of solutions, focusing on promoting propaganda to raise awareness of economic organizations, management agencies and people about the OCOP program. New products participating in OCOP are all assessed, consulted, guided by localities and have decisions approving participation; focusing on organizing production associated with planning raw material areas, developing OCOP products based on natural advantages, culture and local production practices associated with the province's key agricultural products.
The province is interested in promoting the application of science and technology in production from product traceability management to production, processing and preservation; supporting OCOP entities to build 12 advanced management systems (ISO, HACCP, GMP) with an amount of 380 million VND; supporting industrial promotion according to Decision No. 41/2018/QD-UBND dated December 28, 2018 of the Provincial People's Committee for 19 projects with a total cost of 4.37 billion VND, mainly supporting the application of machinery and equipment in the production and processing of OCOP products, an average of 200-300 million VND/project.
Dynamics of modern rural development
With a proactive and creative approach, Quang Ninh province has effectively implemented the OCOP Program. In the 2021-2025 period, the province has issued 63 growing area codes with a total area of over 1,520 hectares and 9 packaging facility codes. The province has about 1,100 hectares of crops maintained according to good agricultural production processes (GAP), of which over 320 hectares are VietGAP certified; 90 hectares of rice and 329 hectares of cinnamon are certified for organic production. To date, the province has 437 star-rated products, of which 8 OCOP products have achieved 5 national stars. Of the 186 entities participating in the OCOP Program, 31.2% are enterprises, exceeding the target by 1.2%. 100% of OCOP products are affixed with electronic stamps or have codes and barcodes for traceability.
Regarding the distribution system, the whole province currently has 23 points of introduction and sale of OCOP products. 82 OCOP products are connected to stable consumption in modern supermarkets such as GO! Ha Long, MM Mega Market, Winmart, Aloha..., clean agricultural convenience stores and shopping points for OCOP products, typical products of the province serving tourists. The OCOP program has actively contributed to the development of the rural economy, improving income and quality of life of the people. In 2023, the average income of people in rural areas of the province will reach over 73 million VND/person/year, by the end of 2024 it will reach over 84 million VND/person/year.
Mr. Vu Duy Van, Deputy Director of the Department of Agriculture and Environment, said: “Quang Ninh province has completed the construction of new rural areas, entering the stage of building advanced new rural areas. The OCOP program, as a driving force for rural economic development, will focus more on improving quality. The key task of this stage is to apply science, technology, innovate production processes associated with digital economy, circular economy and green agriculture, thereby helping to increase productivity, reduce costs, and create a foundation for brand building. Along with solutions to expand trade promotion and diversify distribution channels, we will increase the organization of training courses, thereby improving production, management and marketing capacity for OCOP entities".
The achievements of the OCOP Program for the 2020-2025 period not only create a solid foundation for Quang Ninh to develop a modern, ecological agriculture in the next phase, but also arouse and promote the potential of the people; use the people's strength to benefit the people for the goal of developing agriculture, farmers, and a prosperous, beautiful and sustainable countryside.
