Stable and smooth operation after merger

After more than 2 months of operating the 2-level local government, the Muong Sai Commune Public Administration Service Center has promptly resolved administrative procedures, many files have been resolved ahead of schedule, on time, receiving satisfaction and trust from the people.

In order not to interrupt the task, immediately after the merger, Muong Sai commune organized many important conferences, issued working regulations and clearly assigned tasks to people and jobs. Mr. Lo Van Tam, Chairman of the Commune People's Committee, said: The merger, expansion of the commune level and removal of the district level initially encountered difficulties in terms of facilities and equipment. However, thanks to the investment attention of superiors, the Public Administration Service Center was supplemented with funds, purchased equipment and arranged a location to receive documents. Although the apparatus and procedures have changed, in the long run it will be more convenient, helping people to be served right at the commune, without having to go to the district or province.

When merging, the number of people coming to transact increased. To avoid concerns about having to redo paperwork when changing the name of an administrative unit, Muong Sai commune stepped up propaganda, guidance and handling of administrative procedures for citizens. Officials and civil servants performed well in receiving people and explained in detail if people did not understand. Currently, the commune carries out 390 administrative procedures according to decentralization; 100% of procedures are publicly posted on the electronic information portal, at the reception point and have QR codes for people to easily look up.

With the motto "Faster, closer, more transparent service", the commune promotes digital transformation in handling administrative procedures and paying for public services online; at the same time, it tightens administrative discipline, enhances the application of IT in management and operation. Currently, most documents are exchanged via the electronic environment, helping to shorten processing time and improve work efficiency. The commune also publicizes a hotline to receive, guide, and respond to feedback and recommendations from organizations and individuals. The process of handling administrative procedures is standardized with 5 steps: Reception and guidance; preparation of documents; receipt of documents; transfer for professional processing; return of results on time.

At the reception and settlement points of the Commune Public Administration Service Center, the people's needs are basically met. The staff and civil servants have a warm attitude and are highly appreciated by the people. At the commune center, the working atmosphere is serious and urgent; staff are present early, proactively arranging the department to receive and settle administrative procedures. At the beginning of the new school year, the number of notarized and certified documents increased, an average of 15-20 times/day. The procedures are received and processed according to the correct procedures, without backlog. From July to now, the Center has received more than 500 documents on household registration, certification, permanent residence registration..., 100% of which were resolved before and within the deadline.

The two-level local government model not only changes the organization, but also opens up opportunities for administrative reform, especially in receiving and handling administrative procedures, which requires each cadre and civil servant to improve their responsibility, serve the people with a standard, professional attitude, towards a modern, people-friendly administration. Having just completed the administrative procedure, Ms. Quang Thi Vui, Ca Pong village, informed: Previously, I thought that notarizing documents at the Commune-level Public Administration Service Center would be complicated. But thanks to the improved process and clear, easy-to-understand instructions from the staff, the procedures were resolved quickly and without hassle. I am very satisfied with the working style and attitude of the commune civil servants after the merger.

In addition to the advantages, the settlement of administrative procedures at the commune level is still difficult. The rate of online records is low because a part of the population lacks smart devices or digital skills, forcing civil servants to provide support many times. To overcome this, each cadre and civil servant needs to regularly improve their expertise, innovate their style, attitude and working methods in a professional manner, taking people's satisfaction as a measure, thereby building a streamlined, effective, efficient government to serve the people.

The effective operation of the one-stop mechanism in the two-level local government model demonstrates the commune's initiative and determination to innovate. Muong Sai continues to promote digital transformation, sending staff to participate in training, and at the same time, guiding people to use online public services when completing procedures at the Center.
