Scientific topic standards when considering awarding Provincial Certificates of Merit

Individuals who have completed 2 years of excellent tasks and have 2 topics, projects, and scientific and technological works that have been accepted and effectively applied within the facility, if the above 2 topics have not been used as criteria for awarding the title "Basic Emulation Fighter", then the individual is eligible to propose to be awarded a Certificate of Merit by the Chairman of the Provincial People's Committee.

Mr. Le Van Ngoc (Ninh Binh) reported that the Law on Emulation and Commendation stipulates that the conditions for proposing to award a Certificate of Merit from the Provincial People's Committee are to be awarded the title of "Emulation Fighter at the grassroots level" twice in a row or to be recognized for excellent completion of tasks for 2 consecutive years or more, during which time there are 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level.

Mr. Ngoc asked, are the 2 topics in the same year or must they be 2 consecutive years? In case there are no topics in 2023 and they are considered to have completed the task excellently, and in 2024 there are 2 topics and they are considered to have completed the task excellently, are they eligible to propose the Provincial People's Committee to award a Certificate of Merit in 2024?

Regarding this issue, the Ministry of Home Affairs responded as follows:

At Point d, Clause 1, Article 74 of the Law on Emulation and Commendation 2022 stipulates one of the criteria for awarding or posthumously awarding Certificates of Merit of Ministries, departments, branches, and provinces to individuals as follows:

"Consecutive 02 times awarded the title of "Emulation Fighter at the grassroots level" or continuously recognized for 02 years or more for excellent completion of tasks, during which time 02 initiatives were recognized and effectively applied within the grassroots level or 02 scientific topics, scientific projects, scientific and technological works were accepted and effectively applied within the grassroots level;".

Comparing the above regulations, in the case of an individual who has completed 2 years of excellent tasks (2023, 2024) and has 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the facility, if the above 2 topics have not been used as criteria for considering the award of the title "Basic Emulation Fighter", then the above individual is eligible to propose to be awarded a Certificate of Merit by the Chairman of the Provincial People's Committee in 2024.
