Accordingly, the Department of Education and Training of Ho Chi Minh City clearly stipulates 3 forms of organizing the implementation of the digital competency framework for high school students in the city, including: Teaching information technology in the 2018 General Education Program; Integrating digital competency development in teaching subjects and educational activities; Organizing enhanced teaching and learning, clubs implementing digital competency development.
The Department of Education and Training of Ho Chi Minh City emphasized that the implementation of teaching information technology according to the 2018 General Education Program is an important method to develop digital capacity for students, and is the main and fundamental form among the current forms of developing digital capacity.
Informatics teachers have the role of advising and supporting teachers of other subjects in exploiting and applying digital tools and integrating digital competency development content into the teaching and learning process.
Regarding the form of integrating digital capacity development in teaching subjects and educational activities, the Department of Education and Training of Ho Chi Minh City requires that the development of digital capacity through integrated teaching needs to be focused on in both forms of intra-subject integration and interdisciplinary integration; encourage the integration of digital capacity development through STEM education activities, scientific research, and learning projects related to artificial intelligence.
For the form of organizing enhanced teaching and learning, clubs implementing digital capacity development, the Department of Education and Training requires educational institutions to develop plans to strengthen the implementation of the digital capacity framework with appropriate content and duration to form early the necessary skills for digital citizens from grade 1 and consolidate and deepen the necessary digital capacities for students.
Strengthen the organization of activities in the form of digital capacity development clubs to meet the needs and aspirations of students.
Effectively implement the policy of socializing education, coordinate with universities, research institutions, vocational education, businesses, organizations, individuals, and students' families to organize a variety of activities to enhance digital citizenship skills education in accordance with conditions. Documents, textbooks, and teaching programs must be appraised by the Ministry of Education and Training , and evaluated for quality by the Department of Education and Training of Ho Chi Minh City, and have programs distributed in accordance with the conditions of teaching and learning at school.
The Ho Chi Minh City Department of Education and Training requires that the implementation of the digital competency framework must meet international standards but still be suitable for the actual conditions of Vietnam. The implementation process needs to be carried out step by step, with a synchronous roadmap, ensuring feasibility.
The implementation does not change or overload the General Education Program; it is necessary to compare with the requirements of each subject and educational activity to integrate digital competency development content for each subject in a reasonable manner. The content and activities for digital competency development must be designed to suit the age psychology, needs and technology access of students at each level of education.
During the implementation process, schools need to maximize available resources and facilities, avoiding scattered and ineffective investments. There are appropriate solutions so that all students, especially those in areas with difficult socio-economic conditions, have the opportunity to access digital citizenship skills education.
