More resources to enhance quality assurance
Affirming the opening and guiding significance of Resolution No. 71/NQ-TW for the new revolution in education , Mr. Nguyen Minh Tuan, Principal of Trung Hieu Secondary School (Trung Thanh, Vinh Long) emphasized a number of important policies expressed in this Resolution.
The first is to ensure stable resources with the regulation that the State spends at least 20% of the budget on education, including investment in facilities, equipment, and support for all levels of general education. This is an opportunity for schools to gradually modernize classrooms, subject rooms, libraries, and digital equipment. At the same time, the National Target Program 2026-2035 on modernizing and improving the quality of education is formed. The budget source has clear proportional constraints, helping schools feel more secure in making long-term plans instead of depending on each year.
Second is the staff incentive policy: teachers will receive a minimum 70% increase in professional allowances, and school staff will receive a minimum 30%. Especially in difficult areas, the allowance can reach 100%. At the same time, there is a public housing policy, creating favorable conditions for teachers to settle down and stay. Staff incentives are set at a minimum level, no longer a situation where each place has a different level. This is a change that greatly motivates teachers.
Third, schools are given more autonomy in organizing and implementing programs; at the same time, they have the opportunity to receive funding based on educational outcomes instead of just averaging the number of classes and students. The mechanism of allocating budget based on output results helps schools have the motivation to innovate methods and improve the quality of education, instead of just chasing quantity.
The resolution also focuses on supporting students with preferential credit policies, scholarships, and support funds to ensure that no student has to drop out of school due to financial difficulties.
Resolution No. 71/NQ-TW also focuses on system innovation by enhancing connectivity and streaming, preparing students after junior high school to choose to study high school or vocational high school to early orient their career. Streaming junior high school students is clearer, making career guidance for grade 9 students more practical.

Building the school's strategic plan in conjunction with Resolution No. 71/NQ-TW
Mr. Nguyen Minh Tuan affirmed that Resolution No. 71/NQ-TW creates great opportunities for the development of education and training in the coming period in general, and the 2025-2026 school year in particular.
Specifically, the education sector has the conditions to modernize schools and ensure that all students can study in a fair and equal environment; at the same time, train high-quality human resources early.
For schools, there will be opportunities to invest in smart classrooms and standard subject rooms. Teachers will receive better treatment, reducing the pressure of quitting and changing jobs. Poor students and students from disadvantaged areas will be supported, reducing the rate of dropping out of school. Schools can implement specific teaching models (STEM, foreign languages, digital skills) and receive orders and specific tasks from the industry.
In order to contribute to bringing Resolution No. 71/NQ-TW into life, Mr. Nguyen Minh Tuan said that Trung Hieu Secondary School will develop the school's strategic plan for 2026-2030, in line with the major orientations of this Resolution; emphasizing innovation in teaching methods, digital transformation, staff training, and improving the quality of comprehensive education.
The school also proposed key investment projects, such as laboratories, computer rooms, digital libraries, and physical education and recreation areas, to be ready to access capital from the National Target Program.
Organizing training and developing staff: taking advantage of remuneration policies, combining training courses, professional activities, encouraging teachers to research and be creative.
Build a fund to support disadvantaged students: coordinate with the Parents' Association, local authorities, and businesses so that students can study with peace of mind and not drop out halfway.
Promote career guidance and orientation: develop career experience activities for students in grades 8 and 9, in coordination with vocational schools and vocational education centers in the locality.
Innovating school management: applying openness and transparency in budget allocation, evaluating teaching results through output products, organizing to collect opinions from parents and the community to improve quality.
“As the Principal of a Secondary School, I see that Resolution No. 71/NQ-TW not only opens up opportunities in terms of resources and remuneration policies, but also creates motivation for the school to innovate governance, improve teaching quality, and provide comprehensive education for students in the coming period,” said Mr. Nguyen Minh Tuan.
