Unfinished roads
Mr. Le Dinh Thuong (Tan Thai residential group) said that his family donated about 70 square meters of production land to expand the road leading from the field to the residential area.
According to Mr. Thuong, after being mobilized, the people agreed and voluntarily dismantled the fences and trees to create a flat surface. However, although the construction unit had leveled and filled the ground to widen the road, the project had only been completed for a short period of time and was temporarily halted.
"The construction unit poured soil to widen the road from 3m to 5m, but after a while the construction stopped. The soil was not rolled or compacted, and when it rained, it would flow and mud would overflow into the fields, causing damage to production. We donated the land for the common good, but the unfinished project is heartbreaking," said Mr. Thuong.
In Tan Thai residential group, dozens of households voluntarily dismantled fences, gates, and even residential land to create a construction site. Many people initially actively mobilized people in the group to contribute working days to support the construction unit, with the hope that the new road would open up trade routes, connecting the production area with the asphalt road to Tam Thang Industrial Park and inter-group traffic routes.

According to the design, these roads include: the route from Mr. Thuong's house to the asphalt road of the industrial park, the section from Mrs. Tam's house to the road of the industrial park and the section from the cultural gate of group 1 to Mr. Them's house with a total length of about 2km, a total investment of more than 5.6 billion VND, to be implemented from 2024. However, up to now, the construction volume has only reached about 50%, only 400m of the road surface has been poured concrete.
Mr. Tran Xuan Bang, Head of the Front Committee of Tan Thai residential group, shared that recently, people were excited to see the government implementing many infrastructure upgrade projects. Many households proactively donated land and cleared trees to create a clean surface. However, after a part of the construction was completed, the project stopped for unknown reasons, leaving many red soil sections, some of which had deep puddles due to erosion from rainwater.
People participating in traffic, especially children going to school, encounter very dangerous bumps. In the near future, if heavy rain continues, the unfinished construction sections will easily deteriorate, and redoing them will cost more resources.

Early deployment to synchronize urban infrastructure
According to the review of Ban Thach Ward People's Committee, there are a total of 20 infrastructure projects in the area that are temporarily suspended due to adjustments to investment mechanisms after implementing a two-level local government.
Among these, there are projects that have reached 80 - 95% completion, such as the Nguyen Hien Primary School expansion project in Thuan Tra residential group, which has reached 95% completion, and is considered an urgent project to serve the learning needs of hundreds of students in densely populated areas.
In addition, the project to upgrade the concrete route from Phuoc Ky Nam Company to Mr. Doan Tam's house (Dong Yen block) was more than 80% completed, but has now stopped with only a few final items remaining.

Notably, of the 20 suspended projects, 13 are directly related to traffic infrastructure such as upgrading and expanding roads, building sidewalks, urban lighting systems and residential routes.
These are all projects that people have been waiting for for many years. If the unfinished state continues, it will not only waste the investment resources that have been implemented, but also reduce the trust of the people because they have actively participated and agreed to donate land for the common good.

The People's Committee of Ban Thach Ward has sent a document to the Department of Construction of Da Nang City, proposing to promptly review, evaluate and have a solution to continue implementing the above projects.
The document clearly states that these infrastructure projects have been allocated capital and partially constructed, and the mid-term suspension affects the effectiveness of investment and disrupts the progress of urban development according to the city's orientation.

Mr. Duong Van Tuan, Chairman of Ban Thach Ward People's Committee, said that after the merger, the old Tam Thang commune, now belonging to Ban Thach Ward, has the weakest infrastructure system compared to the remaining wards.
Not only the transport infrastructure, the system of intra-field canals, pumping stations, lighting, inner-city roads, etc. are all lacking and weak. Through contact with voters, the locality recorded many recommendations related to investment in upgrading and expanding roads, environmental treatment, and construction of irrigation canal systems to serve agricultural production.
The local government has surveyed, evaluated and proposed that the city allocate capital to complete unfinished projects from now until the end of 2025, and at the same time include them in the priority investment plan for the period 2026 - 2030 to gradually synchronize infrastructure, creating a foundation for socio-economic development for this area.
