During the past term, with the spirit of solidarity and perseverance in overcoming difficulties, the Party Committee and People of Cat Hanh and Cat Hiep communes have completed and exceeded many goals and targets; at the same time, carefully prepared for the merger and formation of Hoa Hoi commune from July 1, 2025.

By the end of the term, the economy maintained stable growth. In particular, Cat Hanh achieved an average product value growth rate of 13.8%/year, the economic structure shifted positively, the average income reached 69.5 million VND/person/year; Cat Hiep grew by 10.9%/year, the average income was 66 million VND/person/year.

The new rural development program has been implemented synchronously, infrastructure has been increasingly improved, and people's lives have improved. Many 3-star OCOP products have been put on e-commerce platforms, and the models of "Coconut Club" and "Mango Club" have been established, creating a channel to connect production and consumption, increasing the value of agricultural products. Sustainable poverty reduction has achieved clear results: Cat Hanh has reduced the poverty rate to 0.36%, Cat Hiep to 0.6%.

Infrastructure, education, healthcare, culture and society are invested in; national defense and security are maintained; the political system is streamlined, effective and efficient. This is an important foundation for Hoa Hoi to confidently enter a new phase.

Seize the opportunity, awaken the desire

In the 2025 - 2030 term, Hoa Hoi commune is facing a great opportunity, when after the merger, the population and area are expanded, the development potential is more diverse, creating a large space for the development of industry, agriculture , trade - services, and tourism. However, that also places higher demands on the leadership and management capacity and flexible adaptation of the political system.

The general goal of the term is to build a clean and strong Party and political system; ensure national defense and security, maintain social security; promote the application of science and technology, innovation, digital transformation, green transformation; create economic breakthroughs, build civilized new rural areas, and improve people's lives.

The commune also identified three key tasks. Among them, perfecting and stabilizing the organizational structure after the merger; building a team of cadres and party members with qualities and capacities to meet new requirements.

Integrating planning for high-tech agricultural development, sustainable industry, trade - services, tourism; urban development and logistics. Maximizing resources for investment in synchronous infrastructure, prioritizing inter-regional traffic connections, new administrative centers, irrigation works, schools, healthcare, and culture.

At the same time, the commune identified 3 breakthroughs: Concretizing and effectively implementing the province's key resolutions; building digital government, an open investment environment, and improving competitiveness. Developing environmentally friendly industry, green agriculture, and eco-tourism; building civilized and exemplary new rural areas. Synchronously investing in transport infrastructure, logistics, industry - trade - services, and digital infrastructure, associated with regional planning.

Comrade To Hieu Trung - Secretary of the Hoa Hoi Commune Party Committee - emphasized: "We are determined to promote the strength of great solidarity, the spirit of innovation and creativity, and exploit the maximum potential and advantages to build Hoa Hoi into a dynamic and sustainable developing locality".
