Learn from Uncle Ho, make people believe

Head of the Party Building Committee of Hoang Giang Commune, Le Van Phuong, studies regulations to provide practical and effective advice to the Standing Committee of the Commune Party Committee.

I first met Mr. Phuong when he was still the Chairman of the People's Committee of the old Hoang Hop commune. His bright face and friendly smile were the things I felt most clearly about him. The second time I met him was when he was busy researching documents to advise the new commune Party Committee on stabilizing the organizational structure after the merger.

Born and raised in the cultural cradle of the ancient land of Quy Chu, and having been trained in a military environment, he always maintains the style of a dynamic, agile, decisive and responsible officer at work.

According to his story, since 1996, after being discharged from the army and returning to his locality, he has actively participated in grassroots movement activities. From the Secretary of the Youth Union of Trung Tien village, after many years of studying, striving and training, he has experienced many working positions and always excellently completed the assigned tasks. In July 2020, he was elected to hold the position of Chairman of the People's Committee of the old Hoang Quy commune. In 2023, carrying out the work of mobilizing and rotating cadres, he was transferred to be the Chairman of the People's Committee of the old Hoang Hop commune. In the new locality, he always strives to learn and gain experience from previous generations of cadres and leaders, and is concerned with proposing solutions to develop the local economy .

At that time, the old Hoang Hop was a "recessed" commune in the advanced new rural construction, a model new rural area of the old Hoang Hoa district. However, thanks to the "new wind" from the rotation of cadres and the high determination of the entire political system, after only 2 years of effort, the commune completed the advanced new rural construction program at the end of 2024. During those 2 years, as the head of the government, he and the collective leadership left many marks, contributing to changing the face of a purely agricultural countryside along the Ma River.

One of the most easily seen landmarks for people is probably the 2.2km long asphalt concrete road project connecting Kim Quy Street to the section adjacent to the old Hoang Giang Commune. The road was previously only 5m wide, but after upgrading and expanding, it has widened to more than 7.5m, and drainage ditches have been built on both sides of the residential area. The road is wide, traffic is smooth, trade is convenient, people are excited when their children go to school, and workers go to work more easily. To get that project, many people in the commune still remember that the commune's working groups had to persistently go to each household whose land was affected to propagate, mobilize, and persuade.

Mr. Phuong recalled: “This is an important traffic route of the commune, upgrading and expanding is very necessary. To upgrade and expand the road, in addition to mobilizing capital from higher levels, the commune must take responsibility for site clearance. Implementing Directive 24 of the Provincial Party Standing Committee on the campaign to mobilize people to donate land to invest in renovating, upgrading and improving infrastructure, focusing on traffic routes in rural and urban areas in the province in a synchronous and modern direction, the commune held meetings to discuss implementation, issued resolutions, established working groups to persistently go to each household to mobilize and gain the people's consensus. More than 110 households voluntarily relocated and dismantled constructions on the land to donate more than 11,000m2 of land for road expansion construction.”

Also after only 2 years of high determination, the old Hoang Hop commune has 4/5 villages recognized as model new rural villages, the remaining village has basically completed the criteria. Model new rural villages help improve the material and spiritual life of the people. Those achievements are the result of solidarity, efforts and determination of local officials and people, including the role of the leader.

According to Mr. Phuong, "regardless of the position, when assigned a task, a party member must be dedicated, devoted and have a vision to carry out the work scientifically and effectively. In particular, in any task, it is necessary to "take the people as the root", the proposed work must be suitable to the practical situation of each locality, the results achieved must be truly effective so that the people can trust".

After the administrative unit arrangement, the newly established Hoang Giang commune was established on the basis of merging Hoang Hop, Hoang Xuan, Hoang Giang, Hoang Quy communes, Mr. Phuong was assigned to a new position. With a clear understanding of the area, grasping the reality, applying experience, and being diligent in researching and learning, it will be a valuable "baggage" for him and the local staff to continue the "new journey" to join hands in building the land along the Ma River to develop more and more.
