
Budget revenue increased by 36.5%
According to data from Hanoi City Statistics, the total state budget revenue in the area in the first 8 months of 2025 was 471.1 trillion VND, reaching 91.7% of the annual ordinance estimate and increasing by 36.5% over the same period in 2024. Of which, domestic revenue was 446.3 trillion VND, reaching 92.5% and increasing by 37.1%; revenue from import and export activities was 22.9 trillion VND, reaching 83.7% and increasing by 35%.
As the main revenue collection unit, Hanoi City Tax Department said that tax and fee collection contributed more than 82% of total domestic revenue in the area, which is a sustainable source of revenue, continuing to achieve quite well and growing compared to the same period last year; land use fees collected more than 80 trillion VND, reaching 188.3% of the ordinance estimate, 166.9% of the city's estimate and nearly 4.3 times higher than the same period last year.
To achieve the above results, from the beginning of 2025, Tax authorities at all levels have synchronously and drastically deployed 8 key solution groups; weekly and monthly, they are regularly specified into tasks for implementation.
In particular, the units focus on disseminating tax laws, urging tax declaration and payment, inspecting and checking against tax losses and urging tax debt collection to prevent and combat tax law violations...; thereby improving the law compliance of people and businesses. Hanoi City Tax also continues to promote reform and simplification of tax administrative procedures to meet the digital transformation trend and the need for electronic access to information of people and businesses.
“Resolving VAT refunds quickly and promptly in accordance with the law is the basis for businesses to balance cash flow, focus on restoring production and business, and nurture long-term revenue sources. The unit also sets the task of removing difficulties and obstacles, supporting taxpayers to maintain production and business, creating favorable conditions for taxpayers to extend tax debts, and reduce VAT as a key task,” said Deputy Head of Hanoi Tax Vu Hong Long.
Notably, Hanoi City Tax focuses on inspecting enterprises with high tax risks, conducting extensive and in-depth inspections of enterprises with related-party transactions, transfer pricing, real estate transfers, and e-commerce, creating an equal business environment and contributing to budget collection. At the same time, land use fee collection has also achieved positive results thanks to the city's investment attraction policy and the implementation of major projects in the area...

Continue to implement many solutions
Economist Nguyen Minh Phong assessed that the results of Hanoi's budget collection in the first 8 months of 2025 showed that the tax and customs agencies and communes and wards have all made great efforts. This is an important premise for Hanoi to achieve the goal of striving to increase the state budget collection in 2025 compared to the estimate.
In Official Dispatch No. 4103/UBND-KT of the Hanoi People's Committee on the implementation of Official Dispatch No. 104/CD-TTg dated July 6, 2025 of the Prime Minister on enhancing the effectiveness of monetary policy and fiscal policy management and organizing a preliminary review of the work in the first 6 months of 2025, the city requested to strive for a minimum increase of 20% in state budget revenue compared to the estimate.
In Resolution No. 226/NQ-CP of the Government dated August 5, 2025 on growth targets for sectors, fields, localities and key tasks and solutions to ensure the country's growth in 2025 reaches 8.3-8.5%, the Government requires the Ministry of Finance to strive for state budget revenue in 2025 to increase by at least 25% compared to the estimate (based on developments and the situation, striving to increase revenue by more than 25%).

Hanoi City Tax Department said that in order to achieve the goals set by the city and the Government, Tax authorities at all levels continue to resolutely and synchronously implement solutions for revenue management, anti-revenue loss, and tax debt recovery. The unit assigns monthly tasks to each leader, each department, tax base, and each civil servant; assigns responsibility for each revenue item and revenue subject.
