To ensure that the investment in a centralized camera surveillance system is comprehensive, synchronous, and effective in the long term, based on the consensus of the proposals of the Department of Science and Technology, Department of Construction, Department of Finance and City Police at the meeting on July 15, 2025, the City People's Committee directs as follows:
The City Police Department presides over and advises the City People's Committee to establish a Steering Committee for the development of a centralized surveillance camera system in the city, responsible for directing planning, coordinating, reviewing and approving important technical solutions; to be completed in September 2025.
The City Police Department presides over and coordinates with relevant units to organize an inventory and review of the entire existing camera system in the city, on that basis, advise the City People's Committee on a plan to integrate the entire infrastructure, data and shared technical standards and regulations. Along with that is a unified technical platform (including image data management software - VMS - integrating all data from existing systems), ensuring connectivity, operational efficiency, safety and information security.
The City Police Department coordinates with the Department of Science and Technology to advise the City People's Committee on: Regulations on connection and data sharing from the Centralized Camera Surveillance System; has a written request for opinions from the Ministry of Public Security ; ensures the implementation process is synchronous, unified and in accordance with regulations.
The Department of Construction temporarily suspends the implementation of new investment items under the Smart Traffic Project; coordinates with the City Police to review and rebuild the implementation plan, ensuring synchronization with the city's overall Project, avoiding overlap and waste of resources.
The Department of Science and Technology shall preside over the review and completion of the draft Regulations on management, exploitation and sharing of data of Hanoi city; proactively seek expert opinions to ensure scientific and feasible nature. In particular, proactively coordinate with the City Police to advise on the content of connecting and sharing data from the Centralized Camera Surveillance System, ensuring compliance with current legal regulations and associated with the orientation of developing Digital Government and smart cities of the city; report to the City People's Committee in September 2025.
City departments, branches, and sectors and People's Committees of communes and wards temporarily suspend investment and installation of new camera systems, except for specialized systems of a specific nature and projects that have completed bidding and are in the process of implementation; provide information on the current status of camera systems under their management (sent to the City Police) to serve the work of inventory, review and building a common platform.
