Socio-economic development program for mountainous areas: Focus on transferring and disbursing capital

At this time, mountainous localities are urgently completing the handover and receipt of capital, works and projects under the National Target Program on socio-economic development of ethnic minority and mountainous areas. This will serve as a basis for continuing to implement disbursement plans according to the set targets.

Complete the acceptance step

Mr. Bhling Mia, Secretary of the Party Committee of Tay Giang commune, said that the locality has just completed the handover and receipt of capital for projects of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas (referred to as the Program) from the district and old communes.

The total capital allocated in 2025 (including previous years) is more than 54.3 billion VND. Up to the time before the merger, this capital has been disbursed more than 15.4 billion VND (a rate of more than 28.3%). Currently, the locality is making plans to implement projects under the Program and speed up the disbursement progress.

In Avuong commune, the total capital transferred and received from the two communes implementing the Program in 2025 is nearly 24.9 billion VND. Up to the time before the merger, the capital had been disbursed nearly 7 billion VND (28.1%).

Mr. Briu Quan, Chairman of the Commune People's Committee, said that the locality has assigned a Vice Chairman of the Commune People's Committee to directly monitor and direct; assigned the Department of Culture and Society to preside over and advise the Commune People's Committee to implement the Program. At the same time, a Steering Committee and Management Board of national target programs in the commune have been established.

"Currently, the commune leaders are actively completing the handover of documents and procedures for project implementation, as a basis for allocating capital sources and assigning the task of being investors to relevant departments, offices and units to continue implementing projects and sub-projects under the Program," said Mr. Quan.

Mr. Nguyen Van Ky, Vice Chairman of Hung Son Commune People's Committee, informed that the locality is completing documents and related data to hand over 53 works and projects from old communes, with a total capital of more than 47.9 billion VND.

For 4 projects (under investment capital), 1 project has been settled, 2 projects are being audited and 1 project is in the process of completing settlement procedures, with a disbursement amount of 6/7.2 billion VND (83.1%). After the audit results are available, the settlement will be disbursed 100%.

Regarding the career capital, 31 projects started in 2023 and 2024 have been reviewed, approved for settlement and committed to disbursing 100% of the capital plan. The remaining 18 projects started in 2025, the steps of appraisal, approval of economic-technical reports, estimates and contractor selection plans have been completed. Hung Son Commune People's Committee is receiving and managing the acceptance, putting into use and settlement stages according to regulations.

Focus on disbursement

According to the report of the Department of Ethnic Minorities and Religions of Da Nang City, the total budget for implementing the Program in 2025 (including previous years) is more than 1,267.6 billion VND. Up to the time before the merger, the total disbursed capital was more than 466.4 billion VND (reaching a rate of 37%).

Currently, the Department of Ethnic Minorities and Religions is directing communes to review and complete the handover of projects and works between the old and new communes; at the same time, guiding the transfer of investor tasks in accordance with current regulations to speed up disbursement progress.

During a recent inspection of the disbursement situation in localities, Mr. Nguyen Manh Ha, Director of the Department of Ethnic Minorities and Religions, requested localities to speed up the implementation progress. In particular, focusing on urging projects with outstanding debts and slow progress to soon complete infrastructure. Speeding up projects to develop production, support livelihoods, provide vocational training, and create jobs for ethnic minorities. Thereby, promoting sustainable poverty reduction and socio-economic development in the western part of the city.

To effectively carry out the task of disbursing the Program's capital, Vice Chairman of the City People's Committee Tran Anh Tuan requested the Department of Ethnic Minorities and Religions to coordinate with relevant departments, branches, localities and investors to promptly handle shortcomings and problems in the implementation process.

The Department of Ethnic Minorities and Religions needs to grasp the details and scale of capital sources before the merger to monitor and hand over capital sources to new units and localities. At the same time, deploy a plan to urge and guide localities to implement the program so that capital sources can be most effective.
