The Government discussed 11 important draft laws and resolutions to be submitted to the National Assembly.

(laichau.gov.vn) On September 13, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law-making in September 2025 (second session) to review and comment on 10 draft laws and 1 draft resolution expected to be submitted to the National Assembly for consideration and approval at the upcoming 10th Session.

Attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, Ministers, Acting Ministers, Heads of ministerial-level agencies, Government agencies and leaders of ministries and agencies.

Following the August 2025 legal thematic meeting held on September 4 and the September 2025 law-making thematic meeting (first session) on September 8, according to the program, at this thematic meeting, the Government will discuss and give opinions on 10 draft laws and 1 resolution of the National Assembly , expected to be submitted for approval at the 10th Session of the 15th National Assembly.

These draft laws and resolutions include: (1) Law amending and supplementing a number of articles of the Law on Anti-Corruption; (2) Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciation; (3) Law amending and supplementing a number of articles of the Law on Urban and Rural Planning; (4) Law on Construction (amended); (5) Project on developing a Resolution of the National Assembly on special mechanisms and policies to implement Resolution No. 59-NQ/TW, dated January 24, 2025 of the Politburo on international integration in the new situation; (6) Law on Tax Administration (amended); (7) Law amending and supplementing a number of articles of the Law on Public Debt Management; (8) Law amending and supplementing a number of articles of the Law on Insurance Business; (9) Law amending and supplementing a number of articles of the Law on Statistics; (10) Law amending and supplementing a number of articles of the Law on Prices; (11) Law on Investment (amended).

Since the beginning of the term, the work of building and perfecting institutions has received special attention from the Government and ministries and branches, and has been led, directed, and implemented resolutely and effectively, achieving many outstanding results. The Government has organized 43 specialized meetings on law-making; 2 National Conferences on the work of building, perfecting laws and organizing law enforcement; 3 Conferences on implementing laws and resolutions of the National Assembly. In 2025 alone, the Government organized 10 specialized meetings on law-making, reviewing and commenting on about 90 draft laws and resolutions.

The 10th session of the 15th National Assembly is expected to take place in October 2025. This is the last session of this term of the National Assembly, expected to consider and pass the largest number of draft laws and resolutions ever in a single session. It is expected that the Government will submit to the National Assembly about 120 files and documents, including 50 draft laws and resolutions, 24 reports to the Hall and 44 work reports to the National Assembly deputies for study; with many important and urgent issues related to all aspects of socio-economic life.

With a spirit of determination, responsibility, urgency but not haste, not perfectionism, not impatience, in less than 10 days of September 2025, the Government organized 4 meetings, including 3 meetings on the topic of law-making to review and give opinions on 32 draft laws and resolutions to submit to the National Assembly at the next session.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that institutions are one of the three strategic breakthroughs, a central, continuous, and regular task, a breakthrough of breakthroughs; when institutions still have bottlenecks and obstacles, they must be removed to unleash resources for development, serving rapid and sustainable growth.

The Prime Minister said that at the recent meetings of the Politburo with the Government Party Committee and the National Assembly Party Committee on the preparation work for the Congresses of the two Party Committees, General Secretary To Lam continued to emphasize the need to innovate thinking in law-making, determined to turn institutions and laws from bottlenecks into competitive advantages, law-making is the "breakthrough of breakthroughs", removing bottlenecks and barriers, shifting the state from management to development creation and service, taking people and businesses as the center, mobilizing and unleashing resources for development.

Therefore, the Prime Minister requested ministers and heads of ministerial-level agencies to focus their intelligence, time, effort and experience on law-making and institutional improvement in the spirit of innovation in thinking, methodology, working methods and approaches; ideology must be clear, determination must be high, efforts must be great, actions must be drastic, effective, focused and key; closely follow and institutionalize the Party's policies and guidelines, bring the Party's resolutions into life; closely coordinate with agencies in the political system; closely follow practice, start from practice, respect practice, take practice as a measure, handle practical issues that arise but have no laws to regulate or have laws but are no longer suitable to practice, "what is ripe, clear, proven by practice to be correct, effectively implemented, and agreed by the majority, then legalize it; learn from experience while doing, gradually expand, not be perfectionist, not hasty".

At the same time, the Prime Minister noted that in the integration process, it is necessary to harmonize the provisions of Vietnamese law and international law and practices, and comply with Vietnam's international commitments; thereby strengthening international cooperation and solidarity, promoting multilateralism to contribute to and participate in solving national, comprehensive, and global issues that no country can solve alone, and minimizing negative impacts and influences on Vietnam.

According to the Prime Minister, the 11 contents considered and commented by the Government in this meeting aim to perfect the legal framework, improve the effectiveness and efficiency of state management activities in a number of important areas; promptly remove difficulties, obstacles, and legal barriers, create a transparent and favorable business environment, attract investment, protect the rights of people and businesses; tighten discipline, perfect the mechanism for preventing, detecting and handling corruption, enhance transparency in public service activities, management of assets and income of officials and civil servants; create a legal basis to ensure and implement citizens' rights in complaints and denunciations; create special mechanisms and policies for Vietnam to actively and proactively integrate internationally.

The Prime Minister requested that members of the Government and delegates continue to promote their intelligence and sense of responsibility, present reports and comments concisely, go straight to the point, ensure 6 things are clear: "clear people, clear work, clear responsibility, clear progress, clear results, clear authority", focus on discussing important issues, and different opinions need to be discussed, and seek the Government's opinion; continue to promote the application of science and technology, artificial intelligence (AI) and pay close attention to listening to and absorbing the opinions of the people, the opinions of the affected subjects, experts and scientists in the spirit of "running while lining up" to complete the dossiers, draft laws and resolutions submitted to the National Assembly to ensure progress and quality.
