Quality of human resources associated with technological innovation and digital transformation

The 13th National Party Congress identified human resource development, especially high-quality human resources, as a strategic breakthrough, a decisive factor in promoting the development and application of science and technology, restructuring the economy , transforming the growth model, and the most important competitive advantage, ensuring rapid, effective and sustainable development.

Recently, on August 22, 2025, General Secretary To Lam signed and issued a resolution of the Politburo (Resolution No. 71-NQ/TW) on breakthrough development in education and training. Resolution No. 71-NQ/TW clearly stated that our country is facing a historic opportunity for breakthrough development, the requirement of building people and human resources is very important and urgent.

In recent times, Party committees at all levels have always focused on developing and improving the quality of human resources. Many local Party committees in mountainous and border areas such as Cao Bang have identified the need to increase high-quality human resources. At the beginning of the 2020-2025 term, the Cao Bang Provincial Party Committee issued and implemented Program No. 08-CTr/TU on building a team of key cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige to match the tasks; improving the quality of human resources, especially human resources in rural areas, to overcome bottlenecks and bottlenecks in the quality of human resources in the 2021-2025 period.

During the implementation, vocational training institutions in the province have developed and issued vocational training plans for workers. From 2021 to present, vocational training has been organized for 25,692 workers in rural areas, increasing the rate of trained workers in the province from 46.6% in 2021 to 50.9% in 2024, of which the rate of trained workers increased from 34.4% in 2021 to 38.8% in 2024. After vocational training, about 80% of people have new jobs or continue to work in their old jobs but with higher productivity and quality. The province actively applies science, technology transfer and innovation, especially improving the capacity of management staff and teachers in scientific research and technology transfer, career counseling, start-ups, and vocational education technology at educational institutions. Currently, Cao Bang has five majors that have invested in modern, advanced equipment applied to teaching, helping to quickly improve the skills and qualifications of workers.

However, the reality in Cao Bang shows that the locality still lacks high-quality human resources, especially in the fields of health, education, science and technology. Therefore, many potentials and strengths have not been exploited, many unique and special products of the locality have not applied advanced technology, and economic efficiency is low.

Implementing the Party's policies and the General Secretary's instructions, some comrades at local Party committees said that there should be strong solutions to promote the work of improving the quality of human resources. First of all, Party committees and organizations must raise awareness and thoroughly grasp the Party's guiding viewpoints on the role and position of human resource development in the new period. Focus on directing the implementation of innovation in the recruitment regime and the use of talents in state management and administration. In particular, pay attention to directing the strong application of digital technology and artificial intelligence in education and training. Build smart education platforms, smart textbooks and curricula. Develop a national education and human resources information system that is interconnected with the labor market and employment information system and integrates scientific-technological information and innovation of educational institutions in the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science-technology development, innovation and national digital transformation and Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development.
