Replicating the boarding school model
Identifying the development and expansion of the semi-boarding school model as one of the fundamental and long-term solutions, Ca Mau province has approved the Project on organizing 2-session/day, semi-boarding schooling for public preschool and general education levels. This project includes the construction of classrooms, semi-boarding rooms, dining halls, restrooms and equipment procurement with a total cost of more than 942.6 billion VND.
The goal of this project is not only to ensure learning conditions but also to contribute to maintaining and improving the quality of education comprehensively.
The project is implemented based on the local educational reality. Specifically, the whole province of Ca Mau currently has 771 schools, of which hundreds of schools are located in rural and coastal areas with difficult travel conditions.
In the past, many students had to travel long distances to get to school, and many were at risk of dropping out due to family circumstances. This situation further urged the province to strongly implement the boarding school model, turning it into a practical solution.
So far, this model has brought positive results. Statistics from the Department of Education and Training of Ca Mau show that the whole province has more than 200 primary and secondary schools organizing boarding schools, meeting the needs of tens of thousands of students.
Having a place to eat and stay right at school not only creates favorable conditions for students but also helps teachers manage and tutor them. Thanks to that, the attendance rate has increased to over 97%, contributing to a significant reduction in the dropout rate. The boarding school model has become a solid support for students in disadvantaged areas, helping them feel secure going to school and studying.
In addition, the province focuses on investing in essential infrastructure, namely: clean water systems and degraded toilets. The province has approved the Project to build new and repair toilets in public schools by 2027. This project, issued in Decision No. 1209/QD-UBND and supplemented in Decision No. 0796/QD-UBND, aims to build 188 new toilets and repair 651 toilets with a total cost of more than 179.7 billion VND.

Vice Chairman of Ca Mau Provincial People's Committee Nguyen Minh Luan commented that this is a "both urgent and long-term" task, because "investing in education is investing in the future".
The province has set an ambitious goal: "By 2026, 100% of schools will have clean water facilities and standard toilets, while increasing the rate of boarding students to over 70% in disadvantaged areas."
Support bicycles and learning tools for disadvantaged students
On September 5, 216 kindergartens, 313 primary schools, 174 secondary schools and 53 high schools, public and non-public, in Ca Mau officially started the new school year.
At Hoa Binh A Primary School (Hoa Binh commune), Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai attended the opening ceremony and simultaneously launched the project of teaching 2 sessions/day, organizing boarding schools, investing in clean drinking water systems and toilets for public kindergartens and primary schools in the area.
This is a special event, closely linked to the school year theme of “Discipline - Creativity - Breakthrough - Development”, and at the same time concretizes Directive No. 17/CT-TTg of the Prime Minister on organizing 2-session teaching/day and summer activities for students.
According to the plan, in the 2025-2026 period, the province will build 119 new classrooms and 115 boarding kitchens; in the 2027-2030 period, it will continue to build 101 new toilets, upgrade 427 sanitation facilities and invest in 270 clean water systems at schools.
