The Ministry of Science and Technology mobilizes the entire industry to synchronously deploy technological measures to prevent and combat storm WUTIP.

Faced with the complicated developments of Storm No. 1 in 2025 (WUTIP Storm), the Ministry of Science and Technology (MOST) issued Official Dispatch No. 03/CD-BKHCN to the Departments of Science and Technology of provinces and cities, units under the Ministry and postal and telecommunications enterprises (DN) requesting immediate implementation of proactive response measures, ensuring the safety of communications and technical infrastructure to serve the direction and operation of natural disaster response.

According to the National Center for Hydro-Meteorological Forecasting, on the morning of June 11, 2025, the tropical depression in the eastern area of ​​Hoang Sa archipelago strengthened into a storm, storm No. 01 in 2025, internationally named WUTIP. On June 10, 2025, the Prime Minister issued Official Dispatch No. 86/CD-TTg on proactively responding to storm WUTIP.

Implementing the Prime Minister's direction in Official Dispatch No. 86/CD-TTg dated June 10, 2025 on proactively responding to storm WUTIP, the Ministry of Science and Technology has requested the Departments of Science and Technology (Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Hue, Da Nang, Quang Nam, Quang Ngai, Kon Tum, Gia Lai), units under the Ministry, postal and telecommunications enterprises (BCVT) to promptly, actively deploy and strictly implement the regime of leadership on duty, command on duty for natural disaster prevention and control, search and rescue and information response 24/24; closely monitor the developments of the tropical depression.

Network operators need to ensure network security and public network communications.

Specifically, the Ministry of Science and Technology assigned the Telecommunications Department to be the focal point to receive information, summarize the storm's developments; advise the Ministry's leaders on timely response plans; and direct telecommunications enterprises to deploy storm response measures.

The Central Post Office provides communication services by mobile vehicles for the Government's working group and the National Civil Defense Steering Committee to direct storm response when requested.

The Postal Department directed postal enterprises to review the postal mail system and develop plans to ensure postal information security to serve the direction and operation of storm response.

The Departments of Science and Technology of provinces and cities are the focal points to direct postal and telecommunications enterprises in the area to coordinate and deploy timely response plans to meet the communication needs of the People's Committee leaders, the Provincial Civil Defense Command and local authorities.

The Departments of Science and Technology shall identify areas that have lost communication due to the storm to coordinate with the Department of Telecommunications to direct mobile telecommunications enterprises to deploy roaming between networks; focus on immediately implementing measures to ensure the safety of the communication system; be ready to organize storm warning messages to subscribers in areas that may be affected as required by the Ministry of Science and Technology...

Along with that, the Ministry of Science and Technology requested the Vietnam Posts and Telecommunications Group (VNPT) to ensure network safety, public network communications (fixed, mobile, Internet); coordinate with the Central Post Office to deploy a specialized information network in natural disaster prevention, increase the use of backup transmission satellites to ensure readiness to serve information, command and respond to storms when the public network loses contact.

The Military Industry - Telecommunications Group (Viettel) strengthens network security, public network communications (fixed, mobile, Internet, microwave, satellite); increases mobile BTS vehicles to locations at risk of losing communication to be ready for rescue; has plans and technological solutions to collect information and images from the scene and transmit them to command and control centers to respond to storms.

For MobiFone Telecommunications Corporation, ensure network safety and public network communications; increase mobile BTS vehicles to locations at risk of losing communication to be ready for rescue.

The Ministry of Science and Technology also requested the Vietnam Maritime Electronic Information Company Limited to proactively coordinate with the National Center for Hydro-Meteorological Forecasting to promptly broadcast storm forecast bulletins; coordinate with the Ministry of Agriculture and Environment to broadcast storm forecast bulletins to notify dangerous areas and instruct and call on ships operating at sea to stay away from dangerous areas and find safe shelters...

In particular, the Ministry of Science and Technology requires all relevant units and localities to regularly update and report on the field situation to the Ministry's Command; organize summaries and draw lessons after the end of natural disasters to promptly complete prevention and control plans in the next phases.
