At the working session, the inspection delegation listened to the Department of Ethnic Minorities and Communities report on the results of 10 years of implementing Directive No. 49-CT/TW, dated October 20, 2015 of the Central Party Secretariat on strengthening and innovating the Party's mass mobilization work in ethnic minority areas; Directive No. 45-CT/TW, dated September 23, 1994 of the Central Party Secretariat (term VII) on some work in Mong ethnic areas; Directive No. 62-CT/TW, dated November 8, 1995 of the Secretariat (term VII) on strengthening work with Chinese people in the new situation; Conclusion No. 101-KL/TW, dated September 3, 2014 of the Central Party Secretariat on the policy of work with Protestantism in the new situation; and discussed the situation of ethnic groups and religions.
Cao Bang is a mountainous and border province, with ethnic minorities accounting for over 94%. In recent years, ethnic and religious work has always been directed and implemented by the Provincial Party Committee, People's Council and People's Committee. The Provincial People's Committee has directed the Department of Ethnic Minorities and Religion to coordinate with departments, branches and sectors to develop implementation plans to submit to the Provincial People's Council and People's Committee for promulgation and deployment to units to effectively, promptly and to the right beneficiaries.
Direct the Department of Ethnic Minority Affairs to coordinate with relevant units to advise the Provincial People's Committee to deploy and implement the National Target Program (NTPP) on socio -economic development in ethnic minority and mountainous areas, phase I: from 2021 - 2025 in the province in 2025. Continue to implement Decree No. 5/2011/ND-CP of the Government; Decree 127/ND-CP dated October 10, 2024 of the Government on amending and supplementing a number of articles of Decree No. 05/2011/ND-CP on ethnic affairs and the Strategy on ethnic affairs to 2030, with a vision to 2045.
Ethnic affairs and ethnic policies have been directed by all levels and sectors, and have been implemented relatively synchronously and promptly by the masses. Investment programs, projects, and policies for ethnic minorities and ethnic minority areas have been implemented with the right purpose, right target, focused, and without loss..., contributing significantly to helping people overcome difficulties, gradually improve their lives and escape poverty.
The poverty reduction rate among ethnic minorities reached 4.66%; 70% of villages have paved roads to the center; 100% of health stations are solidly built; 99.8% of 5-year-old kindergarten students go to school, 99.6% of primary school-age students go to school; 95.12% of secondary school-age students go to school; 50% of working-age workers are trained in a profession suitable to the needs and conditions of ethnic minorities and the characteristics of ethnic minority and mountainous areas; the rate of ethnic minority cadres, civil servants and public employees participating in agencies, organizations and units at all levels reached 94.7%...
The Provincial People's Committee directs specialized agencies and People's Committees of districts and cities to strengthen coordination, proactively advise and effectively implement state management of beliefs and religions in the province, especially to effectively carry out propaganda and dissemination of the Law on Belief and Religion and related documents; pay attention to resolving requests of religious organizations and individuals; encourage and congratulate religious dignitaries on holidays and New Year's; promptly handle arising issues related to beliefs and religions in the province.
The Department of Ethnic Minorities and Minorities recommends: The Ministry of Ethnic Minorities and Minorities should study, amend and supplement mechanisms and policies related to the management and implementation of programs in accordance with the policy of arranging and organizing the administrative apparatus at all levels, ensuring the legal basis for the continuous and uninterrupted implementation of national target programs. Promptly issue circulars and guidelines on the functions, tasks and organizational structure of the Department of Ethnic Minorities and Minorities at the local and grassroots levels. Continue to issue appropriate policies, programs and projects to implement policies to support students in ethnic minority and mountainous areas, and areas of special difficulty, and support students from poor and near-poor households to create favorable conditions for them to go to school.
The Government allows adjustments to the capital sources for the years 2022, 2023 and 2024 to continue to invest and support subjects that have not completed the program's objectives, avoiding wasting assigned resources. Promptly issue guidelines on regional demarcation according to development level; promptly arrange funds to implement the program in the period 2026 - 2030 and documents guiding and amending and supplementing subjects to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas, phase II, assign capital to implement the program (including investment capital and career capital) right from the first year of phase II: from 2026 - 2030 for localities to take the initiative in implementing the program...

Concluding the working session, Deputy Minister of Ethnic Minorities and Religions Y Thong highly appreciated the efforts of the province in implementing the Central's directives, resolutions and conclusions on ethnic and religious affairs. He suggested: In the coming time, the Department of Ethnic Minorities and Religions will continue to deploy, direct and urge the implementation of ethnic and religious programs and policies of the Party and State. Pay attention to the lives of ethnic minorities, especially in implementing programs, policies and projects related to ethnic minorities.
