Developing science , technology, innovation and digital transformation are decisive factors for the development of countries; are the prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of the Nation's rise.

Recognizing the importance of science, technology, innovation and digital transformation, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

According to the Resolution, developing science, technology, innovation and national digital transformation are the top important breakthroughs, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio -economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.

Target by 2030

The potential, level of science, technology and innovation have reached advanced levels in many important fields, ranking among the leading countries in upper-middle-income countries; the level, capacity of technology and innovation of enterprises have reached above the world average; a number of science and technology fields have reached international levels. Vietnam is in the top 3 countries in Southeast Asia, the top 50 countries in the world in digital competitiveness and e-Government development index; the top 3 countries in Southeast Asia in research and development of artificial intelligence, the center for development of a number of digital technology industries and fields in which Vietnam has advantages. There are at least 5 digital technology enterprises on par with advanced countries.

The contribution of total factor productivity (TFP) to economic growth is over 55%; the proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%. The rate of enterprises with innovative activities reaches over 40% of the total number of enterprises.

Research and development (R&D) spending reaches 2% of GDP, of which social spending accounts for more than 60%; allocate at least 3% of total annual budget spending for science, technology development, innovation, national digital transformation and gradually increase according to development requirements.

Advanced, modern digital technology infrastructure, super large capacity, super wide bandwidth on par with advanced countries; gradually mastering a number of strategic technologies, digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nano, 5G, 6G mobile information, satellite information and a number of emerging technologies. Nationwide 5G coverage.

State management from central to local levels in the digital environment, connecting and operating smoothly between agencies in the political system. Complete the construction, connection, and synchronous sharing of national databases and industry databases; effectively exploit and use digital resources and digital data, and form a data exchange.

Vision to 2045

Science, technology, innovation and digital transformation have developed steadily, contributing to making Vietnam a developed country with high income. Vietnam has a digital economy of at least 50% of GDP; is one of the digital technology industry centers of the region and the world; is among the top 30 countries in the world in innovation and digital transformation. The rate of digital technology enterprises is equivalent to developed countries; there are at least 10 digital technology enterprises on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.

Deploy 07 tasks and solutions

Firstly , raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum and new spirit in the whole society in developing science, technology, innovation and national digital transformation.

Party committees, party organizations, cadres and party members need to fully understand the importance and thoroughly grasp the viewpoints, guidelines and policies of the Party and State on digital transformation, science and technology development, innovation, clearly define responsibilities and proactively implement them. Leaders must be directly responsible and direct; cadres and party members must set an example.

Have an effective propaganda and education program to raise awareness, determination, develop science, technology and innovation, carry out digital transformation in the entire political system, people and businesses, create trust and new momentum in society. Widely deploy the "digital learning" movement, popularize and improve scientific, technological and digital knowledge among officials, civil servants and people.

Second , urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in developing science, technology, innovation, and digital transformation.

Urgently amend, supplement, and synchronously complete legal regulations on science, technology, investment, public investment, public procurement, state budget, public assets, intellectual property, taxes, etc. to remove bottlenecks and barriers, free up resources, encourage and develop science, technology, innovation, national digital transformation, and human resource development.

Unify and improve the effectiveness of state management of science, technology, innovation and digital transformation. Have mechanisms and policies to support and develop effective public scientific and technological research organizations; grant autonomy and self-responsibility for organization, staff, finance and expertise.

Attract and effectively use all investment resources for science and technology development, innovation, and national digital transformation. The budget for research and development of science and technology is prioritized according to the fund mechanism, through science and technology development funds. Restructure the budget for science and technology to ensure concentration, focus, and key points, and not spread out.

Third , increase investment and improve infrastructure for science, technology, innovation and national digital transformation.

Issue the Strategic Technology and Industrial Development Program; Strategic Industrial Development Investment Fund (prioritizing the fields of defense, space, energy, environment, biotechnology, artificial intelligence, advanced materials, semiconductors, quantum technology, robotics and automation, etc.)

Issue strategies for research and application of science and technology in the exploitation and development of marine space, underground space, and outer space. Focus on developing energy infrastructure, especially new energy, clean energy, and ensuring energy security for the development of science, technology, and strategic industries.

Promote the application and development of digital technology. Issue policies to encourage investment, purchase, and lease of digital products and services; special policies to train, develop, and attract domestic and foreign organizations, individuals, and businesses operating in the fields of digital transformation, digital technology product development, and cyber security industry.

There is a public-private partnership mechanism to develop modern digital infrastructure, in which state resources are the main source; mechanisms and policies to support domestic enterprises to invest in and build data centers and cloud computing, and attract foreign enterprises to locate data centers and cloud computing in Vietnam.

Fourth , develop and make use of high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation.

Increase investment, innovation, improve the quality of education and training, ensure high-quality human resources to meet the requirements of science, technology development, innovation and national digital transformation.

Build a number of advanced schools and training centers specializing in artificial intelligence. Have a specific mechanism for public-private partnership in training digital technology human resources, build an educational platform, online training, a digital university education model, improve digital capacity in society; develop a team of lecturers and scientists with sufficient capacity and qualifications to meet the requirements of teaching in the fields of basic science, semiconductor chip technology, microcircuits, engineering and key technologies.

Fifth , promote digital transformation, apply science, technology, and innovation in the operations of agencies in the political system; improve the effectiveness of national governance, the effectiveness of state management in all fields, and ensure national defense and security.

There is a plan and roadmap to bring all activities of agencies in the political system to the digital environment, ensuring connectivity, synchronization, and state secrecy. Building a national shared digital platform, developing a smart monitoring and operating system to strengthen public management; developing safe digital platforms and increasing the application of digital technology, forming digital citizens.

Ensuring safety, network security and national sovereignty on digital platforms and cyberspace; security, safety of legal data of organizations, individuals, enterprises and national data security sovereignty.

Sixth , strongly promote science, technology, innovation and digital transformation activities in enterprises.

There are preferential policies to encourage enterprises, especially small and medium enterprises, to invest in digital transformation, research, application of science, and technological innovation to improve production and business efficiency and corporate governance; encourage the spirit of entrepreneurship in science, technology, innovation and digital transformation, along with policies to support startups and attract domestic and foreign enterprises to start businesses in Vietnam; mechanisms and policies to support the formation and development of a number of large-scale domestic strategic digital technology enterprises to develop digital infrastructure, lead national digital transformation and have sufficient international competitiveness.

Promote consumption of products and services in the digital environment, ensuring that the digital economy of all sectors and fields accounts for at least 70% of the digital economy; promote smart production in the following sectors and fields: Agriculture, trade, finance, education, healthcare, transportation, and logistics.

Seventh , strengthen international cooperation in science, technology development, innovation and digital transformation.

Focus on promoting cooperation in scientific research and technology development with countries with advanced science and technology, developing digital transformation, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy and other strategic technologies.

Have policies on purchasing and transferring advanced technology suitable to Vietnam's conditions. Actively and proactively participate in developing international rules and standards on new technologies to ensure safety and mutual benefit. Promote capacity building and technology transfer in international agreements and treaties to which Vietnam is a member.
