Bac Ninh implements Resolution 57 on breakthroughs in science and technology development and digital transformation

The Plan's objectives are to closely follow the viewpoints, goals, tasks, and solutions; thoroughly grasp and concretize Resolution No. 57-NQ/TW, Decision No. 204-QD/TW dated November 29, 2024 of the Central Party Secretariat approving the Digital Transformation Project in Party agencies and the Central's guiding documents and regulations on breakthroughs in science and technology development, innovation, and digital transformation.

Strive to build a unified, stable, modern digital infrastructure and digital platform that ensures connectivity, data reuse, safety, information security and network security, making Bac Ninh one of the country's leading training, research and development centers in science and technology. By 2045, the province's urban areas will operate based on data, smart governance, emission reduction, green energy use, deep integration with the global smart urban network, and be a destination for international cooperation in technology, tourism, healthcare services, education , social security, etc., meeting advanced standards, with people enjoying a modern, safe and convenient living environment.

To achieve the set goals, the Plan focuses on implementing 10 groups of key tasks and solutions. In particular, it emphasizes solutions on leadership and direction to raise awareness and political determination of the entire political system at all levels in updating and implementing Resolution No. 57-NQ/TW.

Promote the widespread implementation of the “Digital Literacy for All” movement, popularize and improve digital knowledge, knowledge of science and technology, innovation, and digital transformation among cadres, civil servants, public employees, workers, and people in the area. Continue to perfect policies to create breakthroughs, ensure resources, and create breakthroughs for the development of science and technology, innovation, and digital transformation.

Promote the application and deployment of national and regional digital platforms, ensuring unified and interconnected operations of industries and fields in the digital environment. Promote the digital economic ecosystem in all fields. Develop digital physical infrastructure, digital utility infrastructure; integrate sensors; master a number of strategic technologies and digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nano, etc.

Develop a startup and innovation ecosystem, effectively implement preferential policies, encourage businesses, especially small and medium enterprises, cooperatives, and business households to invest in digital transformation. Increase investment, improve the quality of education and training to develop high-quality human resources, meet the requirements of science and technology and digital transformation. Research and develop policies to attract, recruit and reward digital transformation human resources, specialized forces to ensure network safety and security working in state agencies by 2030, with a vision to 2050, ensuring sufficient quantity and quality, suitable to the characteristics of the province.
