Spreading cultural values from the grassroots
After the merger, the Department of Culture, Sports and Tourism issued many documents directing and implementing the movement "All people unite to build a cultural life" with creative approaches, associated with key programs, especially new rural construction.
Ms. Le Thi Thu Huong, Deputy Director of the Department of Culture, Sports and Tourism , said: "The member agencies of the Provincial Steering Committee proactively integrate the movement's content into professional work; regularly follow the grassroots, urge and direct communes and wards to seriously and synchronously implement, ensure quality, and strive to achieve the set targets."

Thanks to that, the implementation of the movement "All people unite to build a cultural life" in localities is increasingly becoming routine. Many cultural, artistic and sports activities are organized periodically at the grassroots level, creating useful playgrounds for the people. Cultural institutions such as cultural houses, stadiums and community libraries are invested in, contributing to improving spiritual life.
The family is placed at the center of building a healthy cultural environment. Competitions to learn about family law, prevent and combat domestic violence, and promote the Code of Conduct for Child Protection on the Internet are held enthusiastically, contributing to spreading good values in society.
As the central area of the province, Quy Nhon ward is considered a bright spot in the movement "All people unite to build a cultural life". Mr. Phan Tuan Hoang, Permanent Vice Chairman of Quy Nhon Ward People's Committee, said: Along with economic development, people actively preserve and promote traditional cultural values. Cultural and sports events are maintained, the community participates in preserving identity, contributing to significantly improving spiritual life.
According to Mr. Phan Tan Hoang, in the first 6 months of 2025, Quy Nhon ward's economy grew steadily: Product value increased by 10.4%, export turnover reached 129 thousand USD, retail service revenue exceeded 13,503 billion VND, average income per capita was about 75 million VND/year. Social indicators were also positive: Maintaining replacement fertility, no more poor households, 100% of people participating in health insurance, the rate of malnourished children under 5 years old decreased to 4.46%. In particular, 84% of public schools met national standards, 99% of solid waste was treated according to standards.
These results confirm that the movement "All people unite to build a cultural life" has truly permeated deeply, becoming the foundation for sustainable development of the ward.
Linking cultural movements with new rural construction
In rural areas, the movement is effectively integrated with the construction of new rural areas. Mr. Nguyen Luong Bay, Head of the Department of Culture and Society of Bien Ho commune, said: Immediately after the merger, we advised on the issuance of many documents to strengthen the management of the construction and implementation of village and hamlet conventions. At the same time, we focused on investing in facilities and equipment for culture and sports; associated with patriotic emulation movements and socio-economic development plans. Thanks to that, many villages and hamlets have maintained good art troupes and organized exciting community activities. Cultural activities are not only a place for entertainment, but also an opportunity to strengthen the relationship between villagers and neighbors, arousing pride in identity.

The movement “All people unite to build a cultural life” is not separate but closely linked to other campaigns and emulation movements. Many specific movements have created a strong spread, such as: “Farmers compete in production, good business, unite to help each other get rich and reduce poverty sustainably”; “All people participate in protecting territorial sovereignty and national border security”; “Cadres, civil servants and public employees compete to practice office culture”; “Women actively study and work creatively associated with the 5 no, 3 clean movement”; or “Friendly schools, active students”...
Each movement has its own nuances, but they all aim towards a common goal: Building a healthy cultural environment from family, school, agency to community. The results achieved show that when culture is placed in the right position - both as a goal and as a driving force, sustainable development will become a reality.
