The Prime Minister approved Mr. Pham Duc An to hold the position of Chairman of the People's Committee of Da Nang City.

(Chinhphu.vn) - Prime Minister Pham Minh Chinh has just signed Decision No. 2017/QD-TTg dated September 13, 2025 approving the election results for the position of Chairman of the People's Committee of Da Nang City for the 2021-2026 term for Mr. Pham Duc An, Deputy Secretary of the Da Nang City Party Committee for the 2020-2025 term.

The Prime Minister approved Mr. Pham Duc An to hold the position of Chairman of the People's Committee of Da Nang City.

Mr. Pham Duc An was born in 1970, hometown Nghe An province, advanced degree in political theory, Bachelor of Economic Law, Bachelor of Banking - Finance, Master of Business Administration.

Mr. Pham Duc An has many years of experience in the banking industry, holding the positions of Party Secretary, Director of the Bank for Investment and Development of Hung Yen Branch; Deputy General Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam ( BIDV ); General Director of the Vietnam-Russia Joint Venture Bank (VRB); Chief of Office of the State Bank of Vietnam. Since May 2020, Mr. Pham Duc An has been Party Secretary, Chairman of the Board of Members of the Bank for Agriculture and Rural Development of Vietnam.

In December 2024, the Secretariat assigned him to join the Executive Committee, the Standing Committee of the Quang Ninh Provincial Party Committee, holding the position of Deputy Secretary of the Provincial Party Committee for the 2020-2025 term. After that, the Provincial People's Council elected him to hold the position of Chairman of the People's Committee of Quang Ninh province, term XIV, term 2021-2026.

In September 2025, the Secretariat decided to transfer and appoint Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Ninh province, delegate of the 15th National Assembly, to join the Executive Committee, Standing Committee of the City Party Committee and hold the position of Deputy Secretary of the Da Nang City Party Committee for the 2020-2025 term; introduce him to the City People's Council to elect him as Chairman of the Da Nang City People's Committee for the 2021-2026 term.

On the morning of September 8, 2025, at the 3rd session (special session), the 10th term People's Council of Da Nang city, term 2021 - 2026 elected Mr. Pham Duc An, Deputy Secretary of the City Party Committee, to hold the position of Chairman of the People's Committee of Da Nang city for the term 2021 - 2026.
