The Prime Minister sent his congratulations and warm praise to investors, project management boards, consultants, contractors and tens of thousands of engineers and workers who have been working day and night at key national construction sites.

The Resolution of the 13th National Party Congress identified the development of synchronous and modern infrastructure as one of the three strategic breakthroughs, in which the development of transport infrastructure is an important pillar, creating new development space, a driving force for socio-economic development, ensuring national defense and security. In recent times, the Party and the State have paid attention to devoting large resources to developing infrastructure for expressways, airports, seaports, inland waterways, railways, energy infrastructure, etc. The appearance of transport infrastructure across the country has had many positive changes. To date, 2,476 km of expressways have been completed, modern airports such as Noi Bai, Tan Son Nhat, Phu Bai, Dien Bien international airports, Lach Huyen, Cai Mep - Thi Vai seaport systems, urban railways in Hanoi and Ho Chi Minh City, etc., contributing to the overall development of the country.

In the exciting atmosphere of the 80th anniversary of the August Revolution and National Day September 2, the Prime Minister sent his congratulations and warmly commended the investors, project management boards, consulting units, contractors and tens of thousands of engineers and workers who have been working day and night at key national construction sites. Although it is the National Day holiday, at the construction sites: the North-South Expressway in the East phase 2021-2025 (at the component projects of Quang Ngai - Hoai Nhon, Can Tho - Hau Giang, Hau Giang - Ca Mau); the Huu Nghi - Chi Lang, Dong Dang - Tra Linh, Chau Doc - Can Tho - Soc Trang Expressway projects; major urban transport projects such as Ho Chi Minh City Ring Road 3, An Phu intersection, Nhon - Hanoi Railway Station metro; Long Thanh International Airport project; energy projects, 110kV and medium and low voltage grids in the South, ...; Thousands of cadres and workers have worked "3 shifts, 4 shifts", "working through holidays, festivals, and Tet"; affirming the determination to "work during the day is not enough, take advantage of working at night; do whatever work, finish it; do it with certainty; say it, do it; talk less, do more", overcome difficulties, ensure progress, quality, safety and investment efficiency of projects, contributing to realizing the goal in 2025: completing over 3,000 km of highways, over 1,700 km of coastal roads, basically completing the Long Thanh international airport project and many other strategic infrastructure projects.

The results achieved have significantly contributed to infrastructure development, promoting socio-economic growth, improving people's lives, creating a vibrant and practical competitive atmosphere to celebrate the 80th anniversary of National Day.

Continue to make outstanding efforts, determined to complete the projects according to plan to organize the groundbreaking and inauguration on December 19, 2025.

Currently, the works and projects are in the final stage, the peak, to continue to promote the achievements, accelerate the progress of key projects, in time to start construction and inaugurate on December 19, 2025 (on the occasion of the 79th anniversary of the National Resistance Day) according to the direction of the Prime Minister in Official Dispatch No. 158/CD-TTg dated September 4, 2025 to celebrate the 14th National Congress of the Party for the 2025-2030 term, the Prime Minister requests ministries, branches, localities, investors, project management boards, contractors:

a) Continue to promote the spirit of determination, make outstanding efforts, act with the motto "faster, faster", "bold, bolder, more effective, more effective"; determined to complete key projects and works according to the set plan to organize the groundbreaking and inauguration on December 19, 2025 in accordance with the direction of the Prime Minister in Official Dispatch No. 158/CD-TTg dated September 4, 2025; pay special attention to ensuring quality, safety, savings, environmental sanitation, bright - green - clean - beautiful and fighting negativity, waste, corruption ...;

b) Heads of agencies and units must directly direct, inspect, urge, and take full responsibility for the implementation results; ministries, branches, and localities must promptly remove difficulties and obstacles, especially in site clearance and material supply for projects, proactively coordinate, and not let bottlenecks affect the overall progress.

c) Care for and look after the lives and policies of workers and engineers working directly at the construction site.

The Prime Minister requested the Ministry of Construction, as the standing agency of the State Steering Committee for important national and key construction projects, to be responsible for monitoring and urging the progress of projects; summarizing the implementation status of projects, periodically reporting to the Prime Minister according to regulations. Directing investors to focus on accelerating investment preparation procedures, organizing construction in "3 shifts, 4 teams" to ensure the commencement and inauguration of projects on December 19, 2025, especially the North-South expressway, Bien Hoa-Vung Tau expressway, Long Thanh international airport, etc.

The Ministry of Agriculture and Environment is responsible for resolving difficulties in compensation, support, resettlement and material sources for key projects.

The Ministry of Finance shall balance, arrange and disburse public investment capital fully and promptly for key projects; at the same time, promptly complete the development of a Decree guiding Law No. 90/2025/QH15 of the National Assembly on bidding for investor selection to create a legal corridor for implementation.

Rewarding outstanding individuals and groups in implementing infrastructure investment and construction

The Ministry of Home Affairs shall preside over and coordinate with ministries, branches, localities and the Government Office to organize timely commendation of individuals and collectives with outstanding achievements in implementing infrastructure investment and construction on the occasion of December 19, 2025.

Vietnam Television, Voice of Vietnam, Vietnam News Agency and other media and press agencies continue to publish news, articles and reports on cadres, engineers, workers, laborers and people participating in construction sites... to encourage, motivate, contribute to creating motivation and spreading inspiration for enthusiastic work in all fields of the country.

The Government Office shall coordinate with the Ministry of Construction according to its assigned functions and tasks, closely monitor the situation, urge agencies and units to perform the tasks in this Official Dispatch; synthesize and report to the Prime Minister.

The Prime Minister requests Ministers, Prime Ministers of agencies, units, Chairmen of People's Committees of provinces and cities to urgently direct and implement this Official Dispatch.
