That was one of the results stated at the meeting of the Provincial State Budget Collection Steering Committee to listen to the Tax Department of Region V - the one-stop department in Thai Binh report on the results of state budget collection in the first 6 months of 2025 and the direction and tasks for the coming time, which took place on the afternoon of June 23. In the first 6 months of the year, tax work has achieved good results, creating momentum to complete and exceed the assigned targets and plans for 2025. Domestic revenue to date has reached more than 8,100 billion VND, reaching 86.5% of the estimate, up 98% over the same period in 2024. Of which, land use fees are 4,766 billion VND, reaching 112.9% of the estimate, reaching 66.4% compared to the assigned revenue according to the scenario of the Provincial People's Committee, up 240% over the same period in 2024; Revenue from taxes and fees reached 3,353 billion VND, reaching 64.9% of the estimate, reaching 57.4% compared to the assigned revenue according to the scenario of the Provincial People's Committee, up 24.2% over the same period in 2024. Estimated total domestic revenue in the first 6 months of the year reached 8,400 billion VND, equal to 89.5% of the estimate and up 104.8% over the same period in 2024. 14/17 revenue targets exceeded the estimated progress, while 3 targets did not reach the estimated progress. In the last 6 months of 2025, departments, branches, localities, and tax agencies at all levels will focus on drastically and effectively implementing tasks and solutions to achieve the target of domestic revenue in 2025 of more than 13,000 billion VND.

At the meeting, delegates focused on discussing the achievements, difficulties and proposed solutions to effectively implement state budget collection in the coming time.

In his concluding remarks, the Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Collection Steering Committee acknowledged and highly appreciated the efforts of departments, branches and localities in implementing the state budget collection task, thereby achieving positive results in the first 6 months of the year. He emphasized: From July 1, 2025, Thai Binh province will officially merge with Hung Yen province (old) into the new Hung Yen province and operate under the two-level local government model. In the initial stage of arrangement, there will certainly be difficulties and problems arising, so it is required that departments, branches, localities and tax agencies at all levels must resolutely implement the remaining budget collection tasks according to the plan, focusing on implementing solutions to expand the tax base and strengthen budget collection management. The tax sector needs to proactively coordinate and guide new communes and wards in reviewing arising revenues, implementing administrative procedures and electronic invoices. At the same time, continue to review and identify potential revenue sources, arising revenues and remaining revenue sources in the budget to synchronously deploy budget collection solutions. In addition, it is necessary to strengthen inspection, examination, urging and enforcement of tax debts in accordance with legal regulations; closely coordinate with the police and customs forces in reviewing and promptly handling cases of tax delay and promptly recovering outstanding debts. Grassroots tax teams must strengthen tax management for individual business households and deploy electronic invoices generated from cash registers, in order to improve management efficiency and prevent tax losses. He also requested departments, branches and sectors to closely coordinate with tax agencies and People's Committees of communes and wards to effectively implement regulations on electronic invoices; advise the Provincial People's Committee on solutions on mechanisms, policies and administrative procedures in the tax sector to promptly remove arising difficulties and problems.
