Accordingly, the Working Group consists of 18 members. Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee is the head of the group. Comrades: Cao Van Cuong, Director of the Department of Agriculture and Environment; Trinh Van Giang, Deputy Director of the Provincial Police are the deputy heads. The members are representatives of relevant departments, branches, units and localities.
The working group is responsible for organizing, implementing, monitoring and urging the implementation of the Plan to overcome shortcomings and limitations in the management and licensing of mineral activities to solve the shortage of construction materials in Thanh Hoa province (issued with Decision No. 2595/QD-UBND dated July 29, 2025 of the Chairman of the Provincial People's Committee).
Review and summarize difficulties and obstacles in the implementation of the plan, proactively resolve or report to competent authorities for resolution to soon put mineral mines into stable operation, providing materials for projects and construction works in the province. Report to the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee on the results of resolving difficulties and obstacles in the exploitation of minerals for common construction materials in the province, periodically on the 25th of each month.
At the same time, assist the Provincial People's Committee and the Chairman of the Provincial People's Committee in directing and managing activities between departments, branches and commune-level People's Committees to promptly resolve difficulties and problems arising in the process of implementing administrative procedures related to mineral activities such as: procedures for granting exploration and exploitation licenses; approving investment policies; assessing environmental impacts; leasing land; increasing exploitation capacity; handling violations; registering vehicles for mining and transporting minerals... for mineral mines used as common construction materials in the province.
The members of the working group work part-time; the tasks of each member of the working group are assigned or directly directed by the head of the working group, in accordance with the expertise and tasks of the units. The working group is allowed to use and mobilize the forces and means of the member units to perform tasks during and outside of working hours, including holidays.
The Department of Agriculture and Environment is the standing agency of the working group, responsible for synthesizing and developing the working group's report and proposing solutions and measures to report to the Team Leader and competent authorities for consideration and settlement according to regulations.
