According to Decision No. 1891 recently approved by the Prime Minister , many administrative procedures in the field of vehicle registration and driver's license issuance will be cut and simplified in 2025. This is considered a strong reform step, helping to save time and costs for people and businesses.
From now on, the time for issuing a driver’s license will be shortened from 7 days to 4.5 days. Similarly, the procedure for changing a driver’s license will be reduced from 5 days to 3.5 days, and the process for reissuing a driver’s license will also be reduced to only 3.5 working days. These adjustments will help reduce the pressure of waiting for people, while improving service efficiency.

Another notable point is the 30% reduction in vehicle registration fees in provinces and centrally-run cities. This policy applies to first-time vehicle registration, changing and re-issuing vehicle registration certificates, as well as temporary vehicle registration procedures. Vehicle registration results will be integrated on VNelD (VNeID), helping people to conveniently look up and use them on the digital platform.
According to the reform plan, many procedures will be carried out completely online, such as first-time vehicle registration, temporary vehicle registration or electronic transfer of ownership when transferring vehicle ownership. Replacing notarized and certified vehicle purchase contracts with electronic data on the Public Service Portal will help save costs, shorten time and reduce cumbersome procedures.

These changes not only help reduce the burden of procedures and save costs for people and businesses, but also promote the digital transformation process in the transport sector. This is an important step for Vietnam to move towards a more modern, transparent and effective management system.
