What will the university tuition increase be in 2023-2024?

As reported, the Government has issued Decree No. 97 amending and supplementing a number of articles of Decree 81 on public tuition fees. Accordingly, the roadmap for increasing university tuition fees will be delayed by one year compared to Decree 81, as previously proposed by the Ministry of Education and Training.

Specifically, the tuition fee ceiling for public universities that are not self-sufficient in regular expenses for the 2023-2024 school year is 1.2-2.45 million VND/month, depending on the major, instead of 1.35-2.76 million VND as in Decree 81. The current collection level is 980,000-1.43 million VND/month.

Decree 97 clearly states that public vocationaleducation and higher education institutions that have issued tuition fees for the 2023-2024 school year in accordance with Decree No. 81/2021/ND-CP shall review and adjust according to the provisions of Decree 97.

For educational institutions that have had their financial autonomy plans approved according to the provisions of Decree No. 60/2021/ND-CP of the Government regulating the financial autonomy mechanism of public service units, they shall continue to implement the tuition fee collection mechanism corresponding to the approved level of financial autonomy. In case the implementation of tuition fee collection according to the provisions of Decree 97 leads to fluctuations in revenue sources that change the approved level of financial autonomy, educational institutions shall be responsible for reviewing revenues and expenditures, reporting to the superior management agency for review, and taking responsibility for appraisal to re-approve the financial autonomy plan for the remaining period of the stabilization period according to the provisions of Decree No. 60/2021/ND-CP.

According to Decree 60, schools are autonomous (paying salaries, allowances, repairing facilities, etc.), depending on the level, they can collect a maximum of 2-2.5 times the above level, or about 2.4-6.1 million VND/month. With training programs that have been quality-accredited according to the standards of the Ministry of Education and Training or foreign standards, universities can determine their own tuition fees.
