Ensuring conditions for teaching and learning to eliminate illiteracy
Lang Son is a mountainous province, the northern border with a total population of 813,992 people, mostly living in rural areas, ethnic minorities account for over 83% of the population with 7 main ethnic groups: Nung, Tay, Kinh, Dao, San Chay, Hoa, Mong.
Economic, cultural and social conditions are still difficult, so the province identifies illiteracy eradication (IL) for ethnic minorities as an important political task contributing to improving people's knowledge.
Recently, the illiteracy eradication program in Lang Son has received attention from all levels and sectors, demonstrated through maintaining and improving the quality of education at all levels, while ensuring the literacy rate for people of all ages.
In order to ensure learning conditions, XMC classes use the facilities of general education institutions and community learning centers for teaching. The teachers mobilized to participate in teaching XMC are teachers from primary schools in the commune, who are instructed and trained in teaching methods as well as the use of textbooks.
In 2024, the province opened 62 literacy classes for 1,660 students. Of which, the number of people reaching level 1 literacy standards in the 15-25 age group reached 99.99% (an increase of 0.04% compared to 2023); the 15-35 age group reached 99.89% of the population (an increase of 0.1%); the 15-60 age group reached 99.31% (an increase of 0.19%).
The number of people reaching level 2 literacy standards in the 15-25 age group reached 99.97% (an increase of 0.03% compared to 2023); the 15-35 age group reached 99.72% (an increase of 0.2%); and the 15-60 age group reached 97.22% (an increase of 0.76%).
The entire province maintains level 2 literacy standards. The literacy rate among people aged 15-60 is over 97%, with significant improvements among older population groups.

Preventing illiteracy
Despite the favorable conditions of the Party Committee and the government paying special attention, the XMC work still faces difficulties due to the specific characteristics of the divided terrain, inconvenient transportation in many places, and the difficult lives of a part of the people in rural, mountainous, and border areas, causing difficulties in organizing classes for adults.
In addition, the re-illiteracy situation still needs attention, especially among the elderly and ethnic minorities.
According to Mr. Duong Xuan Huyen, Vice Chairman of Lang Son Provincial People's Committee, facing the above difficulties, Lang Son province sets the task of maintaining and gradually improving the quality of universal education and training results throughout the province.
Specifically, in the coming time, the Provincial People's Committee will deploy the task of preventing re-illiteracy and continue to open classes in the form of continuing education, continuing education classes after literacy or XMC.
Continue to increase the opening of XMC classes in phase 1 and phase 2. Maintain the number of people reaching the literacy standard level 1 in the age group of 15-25 at 99.99%; in the age group of 15-35 at 99.91%; in the age group of 15-60 at 99.34% of the population.
Along with that, the number of people reaching level 2 literacy standards in the age group of 15 - 25 reached 99.98%; In the age group of 15 - 35: reached 99.75%; In the age group of 15 - 60: reached 97.30%.
The whole province maintains the level 2 literacy standard. The number of communes meeting the level 2 literacy standard is 100%. The number of districts and cities meeting the level 2 literacy standard is 100%. Maintain the level 2 literacy results and improve the quality of literacy results.
In parallel with the above objectives, Lang Son province directed to continue promoting propaganda work to raise people's awareness of universal education and XMC in many forms, including: direct mobilization, conducting radio programs, guiding illiterate people to participate in watching and self-studying Vietnamese on television...
Direct educational institutions in the same area to strengthen coordination in developing plans to open XMC classes and continuing education after literacy.
Innovating methods to mobilize illiterate people to participate in learning, integrating XMC programs with traditional vocational training, short-term vocational training and community development, contributing to helping learners know how to eliminate hunger, reduce poverty, and gradually improve the quality of life.
