Mobilizing all construction forces to speed up the completion of highways through the Central region

The four component expressways Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon of the North-South Expressway Construction Project, Phase II, 2021-2025, are being mobilized by investors, contractors, and construction units with total equipment and human resources to accelerate progress to the finish line by the end of this year.

According to the reporter's observations at the current construction site, taking advantage of favorable weather conditions, contractors are trying to overcome difficulties in construction, overcoming the sun and rain, working in 3 shifts, 4 shifts day and night to make up for the slow progress in the past due to storms and lack of construction materials.

At the Chi Thanh - Van Phong expressway project, including 2 packages XL01, XL02, Project Management Board 7 ( Ministry of Construction , representing the investor) in mid-September 2025 is mobilizing 44 construction teams, with a total of nearly 800 specialized machines and equipment and about 1,700 personnel spread across the entire project route. Up to this point, the project has achieved an overall progress of about 85% of the construction volume.

According to Mr. Le Quoc Dung, Director of Project Management Board 7, the roadbed excavation and embankment items have now been basically completed, the crushed stone grading has reached more than 50%, the asphalt concrete pavement has reached nearly 50%. Particularly, the bridge section consisting of 32 bridges has been completed, the Tuy An mountain tunnel has completed drilling and pouring concrete for the tunnel lining, reaching 98.53%...

"The project's progress is currently affected mainly in the XL02 construction package due to heavy rain, the inability to treat weak soil and the lack of soil and rock for the roadbed. The route has 15.2 km of weak soil that needs to be treated and has now been loaded and unloaded for 1.3 km. However, the investor is asking the contractor to increase manpower and machinery to the maximum, speed up the construction of the items to bring the project to the finish line this year," said Mr. Le Quoc Dung.

At the Quang Ngai-Hoai Nhon Expressway Project, Director of the Project Management Board (Project Management Board 2, representing the investor) Bui Nhat Hien shared that the project is mobilizing 49 construction teams, including 25 road construction teams, 18 bridge construction teams and 6 tunnel construction teams, with more than 1,200 machines, equipment and about 3,200 personnel spread across the entire construction route. The project output has so far reached nearly 80% of the contract value, about 6% behind schedule, but the project is guaranteed to reach the finish line on schedule by the end of 2025.

The reason for the delay in progress, as reviewed by Project Management Board 2, is mainly due to the delay in granting permits for local mining, affecting the supply of materials for construction. In addition, the expressway has just gone through several months of the rainy season and cannot be implemented. Currently, contractors have gathered all equipment and are trying to speed up construction to make up for the slow progress, especially for the items of bridges, culverts, underpasses, overpasses, and access roads...

With the Hoai Nhon - Quy Nhon expressway, with Project Management Board 85 as the investor representative, contractors are also mobilizing up to 86 construction sites, currently reaching over 85% of the overall progress, exceeding the set plan. However, the current obstacle hindering the progress is the section through the natural forest at Km18+650-Km21+100 of the 11-XL package, which needs to be cleared by the locality soon to hand over the project. To bring the Hoai Nhon - Quy Nhon expressway to the finish line as committed, the contractor Truong Son Construction Corporation is increasing construction sites, human resources, equipment, overtime, and shifts; Project Management Board 85 has also asked contractors to work at night to make up for the volume of some delayed construction sites...

Regarding the Quy Nhon - Chi Thanh Project, Mr. Bui Trong Lai, Project Executive Director (Project Management Board 85) said that up to now, the cumulative output of the project has reached 8,362.83/10,401.50 billion VND, equivalent to 81% of the contract value. At the construction site, contractors are mobilizing 78 construction teams, more than 900 machines and equipment and about 2,600 construction workers in "3 shifts, 4 teams" to speed up progress.

By mid-September 2025, the project's package 11XL had completed about 95% of the asphalt concrete; the Son Trieu tunnel through the mountain had completed the left tunnel (600/600 m), the right tunnel (535/535 m) reaching 100%. The contractor had also completed the road surface in the tunnel and was implementing finishing work, installing equipment, lighting and the operator's house; package 12XL was behind schedule due to waiting for the weak ground to be treated; package 13XL was also behind schedule due to the large amount of excavation and earthwork that arose, and construction was stopped due to prolonged rain... Project Management Board 85 also requested: "Any contractor that is slow will transfer the volume to another contractor to ensure project progress, not allowing the project's progress to be affected, with the goal of reaching the finish line by the end of this year...".

However, through practical research, the construction of the Quy Nhon - Chi Thanh expressway encountered many difficulties from the beginning because the project passed through high, mountainous terrain, was fragmented, had a large volume of excavation and filling (more than 12 million m3), and the geology of the roadbed was complex, requiring many reinforcement solutions. In addition, many bridges on the route passing through mountainous terrain had large pillar heights. For example, Ky Lo bridge (Km 63+328) is more than 1,800 m long, including 7 cantilever spans and 28 Super T girder spans, pillars with large heights from 27.3-47 m... difficult construction conditions.

To ensure progress, in addition to closely monitoring the construction, Project Management Board 85 has required contractors to work overtime, work in shifts, work at night, and simultaneously deploy construction teams to roll out foundations, foundations, and road surfaces, determined to reach the finish line according to the direction of the Prime Minister and the Ministry of Construction.
